<br /> D. Councilwoman Gasparini announced the next project of the Pride and <br /> Beautification Committee will be the removal of graffiti, and the committees <br /> goal is to have a new goal per month. <br /> E. Councilwoman Gasparini reminded everyone that there were only four days left <br /> to submit applications for the Pride and Beautification awards. <br /> F. Councilman Greenalch reported that CICAG had discussed SB 245 authored by <br /> Senator Kopp and approved by the state senate by a vote of 21-1 which <br /> states that San Francisco International Airport will be bound by the San <br /> Mateo County Congestion Management Plan and will have to pay for off-site <br /> mitigation measures. This has led to a rift between the airport, the City <br /> and County of San Francisco and CICAG, and as a result, some cities are <br /> looking at decertifying their vote on the MOU. Its most serious impact on <br /> Redwood City would be to halt planned development in the City because of the <br /> planned expansion of the airport and the City's need to comply with the <br /> congestion management plans. <br /> G. Councilman Greenalch reported on the 104 projects submitted for funding <br /> under the Congestion Management Plan and stated that Redwood City's projects <br /> ranked quite high on that list. <br /> H. Councilman Greenalch spoke to the issue of whether underpasses contribute to <br /> lessening congestion or contribute to congestion. The Holly Street <br /> underpass was analyzed and in that case it was stated that an underpass <br /> would alleviate congestion. <br /> ---------------------------------------------------------------------------------- <br /> 8.
