<br /> Gary Bonte, Planner II, presented the staff report and advised that the <br /> purpose of the proposed amendment was to develop more specific policies <br /> addressing transportation issues in Redwood City, stressing alternatives <br /> to the automobile, including public transportation, bicycles and walking. <br /> In response to Council questions, Planning Director Patterson advised <br /> that the use of a vague term such as substantial was necessary for the <br /> same reason "significant impact" was used in CEQA requirements: if <br /> specific numbers were used and a situation arose that contradicted those <br /> numbers then the Council would be faced with either amending the General <br /> Plan or not proceeding with a desired project. <br /> Councilman Greenalch described SamTrans' support of cost effective bus <br /> routes only, when smaller feeder lines are needed to encourage use of <br /> public transportation. Mr. Patterson provided a summary of the proposed additions to <br /> the Housing Element which included: the 1990 census figures; the <br /> proposals made possible by the expansion of Redevelopment Area and <br /> subsequent bond money; and a list of all the available properties for <br /> residential development, including the properties approved by the City <br /> Council action tonight.
