K. Reject claim of Diane Lieb No. 1193;
MINUTE ORDER NO. 93 -104
H. Cost - sharing agreement with Mateo County relating to the award of
contract for the resurfacing of Bay Road between Second Avenue and Florence
Street.
Mayor Buchan gave a brief history of this capital improvement project and
expressed satisfaction that this resurfacing was finally taking place.
TITLE READ: M /S: GREENALCH /GASPARINI
RESOLUTION NO. 11990 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR
COST ALLOCATION RELATING TO THE RESURFACING OF BAY ROAD
ADOPTED BY UNANIMOUS ROLL CALL VOTE.
I. Certified /Earth Metrics contract for an Environmental Impact Report for the
Pacific Shores Center Project
Councilman Greenalch asked staff about several items in Exhibit "A" of the
proposed contract: Whether the data developed by the Metropolitan
Transportation Committee included in the exhibit was up to date or not;
reasons for excluding Pacific Shores Center impacts in the MTC figures;
potential criticism for allowing applicants to provide data on market
demand; and the need to refer these projects to the City /County Association
of Governments.
Planning Director Patterson advised that the figures from ABAG and MTC
provide a base for the consultant who will then incorporate the impacts of
the proposed Pacific Shores Center into the EIR.
Councilman Greenalch reminded everyone that C /CAG has the responsibility of
administering the San Mateo County Congestion Management Plan, and any
significant project such as the airport expansion or the proposed Pacific
Shores Center will have to be reviewed from a countywide perspective, which
means other cities in the County will have input as to what will be allowed
in Redwood City. Councilman Greenalch also reminded everyone that this is a
a private development, not a City plan; and, the City is required, by law,
to cooperate with the EIR process.
TITLE READ.
