Presentation of Proclamation to William J. Stangel thanking him for his <br /> outstanding service to Redwood City as a former Councilmember and Mayor, <br /> and wishing him and his family well in his new home near Grass Valley, <br /> California. (301-04) <br /> Mayor Buchan presented the proclamation to Bill Stangel who thanked <br /> the members of the Council for their recognition of his contributions to <br /> improving the quality of life in Redwood City and the peninsula, and <br /> thanked the 250 guests who came to his surprise party at the Yacht Club <br /> earlier in the evening. <br /> --------------------------------------------------------------------------------- <br /> 4. PUBLIC HEARINGS <br /> A. CONTINUED PUBLIC HEARING FROM MAY 10, 1993: <br /> Council to consider revised sewerage service rates reflecting increases in <br /> costs of service and a recodification of Chapter 21 of the Code of the City <br /> of Redwood City to include amendments to the rules and regulations <br /> governing the use of the City's sewerage facilities: (1206-02) <br /> REPORT: Community Development Director, June 1, 1993 <br /> City Engineer Luck presented the staff report and highlighted revisions to <br /> recommended by staff in the proposed ordinance to the sewerage service <br /> rates in effect in Redwood City: <br /> Connection and Facility Fee increases are needed to accurately reflect <br /> costs; Increased Fees will be charged to the development community, except <br /> for Redwood Shores, as new buildings come on line. GID 1-64 Facility Fees <br /> Fund Redwood Shores infrastructure, and their sewer capacity has been <br /> pre-purchased; and the Sewer Enterprise Fund Capital Improvement Program <br /> relies on accurate fees being charged to new development as it "buys in" to <br /> existing sanitary sewer system. The following sections will be revised to <br /> reflect these changes: <br /> Section 21.101(a) Wastewater Treatment Capacity Fees; <br /> Section 21.101(b) Special Reimbursement Fees; <br /> Section 21.102 Construction Fees; <br /> Section 21.103 Administrative Fees; and <br /> Section 21.105(a) Facilities Fees. <br /> Councilman Greenalch, Chairman of the Council Sewer and Water Committee, <br /> presented the Committee's report and described the need to revise current <br /> rates to provide for necessary and technical updates and specialized fees <br /> and charges.
