should be reimbursed for prior expenses by new users. Chairman Greenalch
described the six components of expenditures and advised that if Council
approved the new ordinance the City's investment in the Enterprise Funds
would be on solid ground and the 'prudent capital improvements would be
protected.
Councilmembers discussed basing sewer fees on water usage. Counc i 1 man
Greenalch advised that the impact on large users such as Sequoia Hospital
would be the same as residential, 12% in the first year and 5% in the
second.
Councilman Claire asked staff for justification of the recommended across
the board $960 connection fee (Section 27.105 based on "equivalent dwelling
unit") when usage varies greatly between a warehouse, a restaurant or a
residence. City Manager Everett, City Engineer Luck and City Attorney
Schricker advised that the connection should be the same for every "buy-in"
as the same 8" main under the street is used irrespective of the amount of
effluent discharged. Councilman Claire further questioned staff on how
figures were derived, differences between fees in Redwood Shores and the
rest of the City, appropriateness of using equivalent dwelling unit as a
basis, and asked staff to consider alternatives.
MEMO 6/8/93
AT 8:20 P.M. MAYOR BUCHAN ADVISED EVERYONE THAT THE PUBLIC HEARING WAS
STILL OPEN AND ASKED IF ANYONE IN THE AUDIENCE WISHED TO SPEAK TO THIS
ISSUE.
Richard Hulme, Pacific Shores Development, No.3 Embarcadero Center, San
Francisco, advised Council of his concerns regarding impact of recommended
higher fees on the proposed Pacific Shores development at the end of
Seaport Boulevard, and asked if credits could be given for the offsite
improvements they will build.
City Manager Everett advised that there is a mechanism in place (Ordinance
No. 2045) that provides for reimbursement to developers when new users
"buy-in" to the system the developers built.
Councilman Greenalch referred to Page 46 of the proposed ordinance and
asked the City Attorney to remove the gender reference; and, on Page 50,
Section 21.51 the wording should be "the Building Official or Health
officer 'shall', if ordered by the City Council, serve written notice upon
the owner...".
MIS: GREENALCH/CLAIRE TO CLOSE THE PUBLIC HEARING.
CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 8:34 P.M.
MINUTE ORDER NO. 93-108
City Attorney Schricker advised that the proposed ordinance would be
reformatted to put the Facilities Fee in a separate section, if the council
concurred.
Special Meeting and Study Session Minutes MINUTE BOOK NO. 51
June 1, 1993 Page No. 427
Page 4
- - -- -..- - '..'¡-....'
