STUDY SESSION <br /> A. Staff Report on Grade separations: (1602-05) <br /> REPORT: Community Development Director, May 21, 1993 <br /> 1) Jefferson Avenue between Middlefield Road and Franklin Street <br /> City Engineer Luck and Project Engineer Lee described the grade separation <br /> for vehicular traffic on Jefferson Avenue between Middlefield Avenue and <br /> Franklin Street being proposed to increase public safety and alleviate <br /> traffic congestion caused by the existing at-grade crossing. Mr. Luck <br /> described the proposed scope of the project, rights-of-way, detours, <br /> funding (STIP), the design and construction schedule, and recommended that <br /> Council appoint a task force to study both the Jefferson Avenue and Whipple <br /> Avenue proposed grade separations. <br /> Councilmembers discussed detours; signalization; impact on downtown, <br /> businesses in the area, proposed developments in the area; Pride and <br /> Beautification Committee concerns; congestion in front of the Post Office <br /> on Jefferson; and impact on Sequoia Station. <br /> Mayor Buchan asked if anyone wished to address the Council on this issue. <br /> Michael Gilmore, El Camino Real, Redwood City, representing Sequoia Station <br /> and Safeway's interests, advised Council the impact of the proposed grade <br /> separation took them by surprise. Mr. Gilmore stated the Jefferson access <br /> was vital to Safeway for their deliveries, and construction of Building E <br /> was being put on hold due to this proposal and length of construction time. <br /> Mr. Gilmore asked that Safeway be allowed to participate in the proposal <br /> process, from design phase to mitigation measures. Mr. Gilmore suggested <br /> alternatives to lessen impact on Sequoia Station. <br /> Joseph Steinfeld, Main Street, Redwood City, told Council that going <br /> forward with the Jefferson grade separation at this time would have a <br /> serious negative impact on the soon to be opened Sequoia Station. <br /> ------------------------------------------------------------------------------ <br /> 2) Whipple Avenue at El Camino Real <br /> City Engineer Luck introduced the design team from Nolte and Associates who <br /> presented the staff report: Bob Bryer, Vice President; Chris Metzger, <br /> MINUTE BOOK NO. 51 Special Meeting and Study Session Minutes <br /> Page No. 528 June 1, 1993 <br /> Page 5 <br />
