Mr. Bryer described the purpose and design <br /> criteria of the Whipple grade separation, project schedule, construction <br /> detours and an overview of alternatives. <br /> Mayor Buchan asked if anyone wished to address the Council on this issue. <br /> Eric Gilbertson, Menlo Park, asked Council to reconsider their decision to <br /> go forward with grade separations, describing them as concrete jungles and <br /> unfriendly to pedestrians and cyclists. Mr. Gilbertson advised that <br /> Council could spend those funds in a better way with electrification, <br /> better and safer signalization and pedestrian gates. Mr. Gil bertson <br /> requested that an EIR be developed if Council approved these projects. <br /> Lisa Dondick, L Street, Redwood City, asked Council to take cyclists and <br /> others who use alternative transportation into consideration when designing <br /> grade separations and detours. <br /> George McKibbin, F Street, Redwood City, advised Council that a better <br /> plan would be to put the grade separation at Hopkins, close Whipple Street <br /> before the crossing, and route traffic along Arguello to the Hopkins grade <br /> separation. <br /> Bill Royers, Blandford Blvd., Redwood City, advised Council that his <br /> business on El Camino Real at Whipple had been there over forty years <br /> and he had no desire to move, but agreed that something had to be done to <br /> that congested and unsafe corner. <br /> Councilmembers discussed accelerated funding of grade separations and <br /> Sequoia Station development process that led to these two projects coming <br /> on line at the same time; the necessity of the proposed Task Force to <br /> review this situation and the Hopkins alternative very carefully; and <br /> Councilman Greenalch suggested that Ms. Dondick be invited to serve on the <br /> Task Force. <br /> MEMO 6/8/93 <br /> CONSENSUS: IT WAS DETERMINED BY MAYOR BUCHAN THAT IT WAS THE CONSENSUS OF <br /> THE COUNCIL TO APPROVE THE CREATION OF A TASK FORCE TO STUDY PROPOSALS FOR <br /> JEFFERSON AVENUE AND WHIPPLE AVENUE GRADE SEPARATIONS, USING STAFF'S <br /> RECOMMENDED TASK FORCE MEMBERSHIP AS A GUIDE; AND TO APPROVE PREPARATION OF <br /> AN ALTERNATIVES ANALYSIS TO BE BROUGHT BACK TO COUNCIL FOR FURTHER <br /> DIRECTION <br /> MINUTE ORDER NO. 93-110 <br /> ------------------------------------------------------------------------------ <br /> B.
