REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2016 <br /> <br />SUBJECT <br />Award of Contract – 2015-2016 Watermain Replacement Project <br /> <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form contract 00520 for the <br />2015-2016 Watermain Replacement Project to Casey Construction, Inc. of Redwood City for <br />their responsive and responsible low bid of $632,498.00 and authorize the City Manager to <br />execute and increase the contract amount, if necessary, up to 10% of the amount awarded, not <br />to exceed $695,748.00 <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report and <br />directed staff to move forward with specific recommendations for future Council consideration. <br />The Water System Master Plan prioritized the system pipeline replacement into seven priorities <br />or programs to improve the reliability of the system and provide improved fire protection. <br /> <br />ANALYSIS <br />The 2015-2016 Watermain Replacement Project will replace “priority one” water mains which <br />are generally water mains 4-inches in diameter or smaller. The project scope of work includes <br />replacing approximately 2,940 linear feet of deteriorated cast iron and galvanized iron water <br />pipeline (distribution and transmission systems within City of Redwood City right of way and <br />other segments on San Mateo County unincorporated area at Emerald Lake Hills) with more <br />durable 8-inch PVC pipes. The water service laterals within the project area will be upgraded to <br />1.5-inch Polyethylene pipes. Four (4) existing fire hydrants will be replaced. The project will <br />improve fire flows and water quality. Please see attached project location map. <br />The three (3) bids received at the bid opening on June 1st, 2016, are summarized in the table <br />below. <br /> <br />6.1.E. - Page 1
