<br />Bidder Bid Amount <br />Casey Construction, Inc. – Redwood City $632,498.00 <br />Ranger Pipelines, Inc. – San Francisco $878,200.00 <br />California Trenchless, Inc. – San Mateo $1,342,210.00 <br /> <br />Engineer’s Estimate $600,000.00 to <br />650,000.00 <br />Recommended Bidder: Casey Construction, Inc. <br />Substantiation: Casey Construction, Inc. is the lowest responsive and responsible bidder. <br /> <br />The low bid of $632,498.00 submitted by Casey Construction, Inc. is approximately 2.5% lower <br />than the maximum of the engineer’s estimate of $650,000.00. Casey Construction, Inc. has <br />successfully completed similar projects in the past and is a qualified contractor. Based on the <br />bids received, staff believes that the low bid is reasonable, balanced and recommends awarding <br />the contract to Casey Construction, Inc. <br />Construction is expected to begin in August, 2016, and conclude within 120 calendar days. The <br />City will give notice to all residents and businesses that might be affected by the construction. <br />Additionally, the contractor is obligated to notice area residents and businesses two weeks prior <br />to the start of work on each street and/or two days prior to any interruption of water service. <br />Signage that contains project information will be posted at the construction sites and <br />construction updates will be available on the City’s website. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid this <br />project. Continued deterioration of the watermain in the project area will increase replacement <br />costs and may result in pipe breakages that could interrupt service, damage roadways and/or <br />private property. <br /> <br />FISCAL IMPACT <br />Funds for the general work of this project have been approved and appropriated in the Fiscal <br />Year 2015/16 budget as Water Fund Capital Projects – Distribution System Replacement <br />Program which has an available balance of $1,807,464.08 as of June 28th, 2016. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the 2015-2016 Watermain <br />Replacement Project meets the California Environmental Quality Act (CEQA) exemption criteria <br />6.1.E. - Page 2
