Moorlach <br />Senator Fran Pavley <br /> <br />Re: Opposition to AB 1362 - An act to add Section 2021.5 to the Health and Safety Code, <br />relating to pest abatement. <br /> <br />Dear Honorable Senators: <br /> <br />Along with the following cities, Brisbane, Daly City, East Palo Alto, Foster City and San <br />Bruno, the City of Redwood City is opposing AB 1362. AB 1362 is not in the best interest of <br />good governance and is selective in nature. This bill would change a state law that would <br />modify the governance of ONLY ONE of the 62 such agencies in the state. There is no evidence <br />to substantiate the claim that the San Mateo County Mosquito and Vector Control District <br />currently needs special oversight or that a change in state law is needed to redefine the <br />governance of this agency. In addition, the City of Redwood City was not consulted nor <br />informed about this change. <br /> <br />While it is true that in 2011 the District was a victim of criminal behavior, many steps <br />have been taken since that time to improve operations and ensure quality oversight. Over half <br />of the cities appointed new trustees to the Board, including three who were on the Grand Jury. <br />Three of the current trustees are Certified Public Accountants and four are current or former <br />elected public officials having served as Mayors or City Council members.
