appointed a new District Manager, General Counsel, and Finance Director and created a new <br />position, Public Health Education and Outreach Officer. The District has developed a new <br />website that promotes transparency. The Board has engaged in extensive training sessions on <br />governance in an ongoing effort to achieve CSDA's Special District Transparency Certificate <br />award. The District just celebrated its Centennial anniversary and held a well-attended open <br />house from members of the legislature and local agencies to constituents. The District has new <br />tools for customers to request services, a prompt response time, and extremely high customer <br />satisfaction rates as well as a state of the art laboratory. The District has aggressively <br />addressed an outbreak of Aedes aegypti mosquitos (which can carry WNV and Zika) and has not <br />found any of these invasive species in over a year. These accomplishments show that the <br />District has learned from its past and the public is better served as a result. <br /> <br />Public agencies are often guided by boards with a large number of representatives. This <br />is by design; having a representative from every city gives the district a direct contact with the <br />citizens of each of them. Thus, the legislature has recognized that large boards can and do <br />serve their constituents well. We are not aware of any current concerns about governance or <br />operations and do not believe this bill is necessary. <br /> <br />More importantly it focuses energy and resources on a non-issue at a time when serious <br />public health concerns, such as Zika and WNV, should be the District's top priority. If the <br />legislature wishes to advance public health by advancing mosquito and vector control, there are <br />opportunities to do so, but this bill does not accomplish that goal. <br /> <br /> <br />Respectfully, <br /> <br /> <br />John D.
