<br />boundary . The regulations also dictate that all future utility work be <br />undergrounded. The boundary map shows all the parcels within the proposed <br />district where majority of utility poles and overhead wiring will be eliminated <br />and electrical wires and related equipment placed underground. Only high <br />voltage wiring and poles would remain. The affected property owners have been <br />notified of a public hearing through a direct mailing and notice in the newspaper <br />at least ten days before tonight's scheduled hearing. The proposed underground <br />district covers Roosevelt Avenue from Valota Road to Upton Street, as shown in <br />the attached boundary map (Exhibit B-Plat Map) and described in the legal <br />description (Exhibit A). <br /> <br />With the establishment of the district by the end of 2016, the estimated <br />completion date for the removal of utility poles is December 2021. The project <br />schedule is dictated by PG&E's accumulation of Rule 20A funds and how quickly <br />PG&E staff can design the underground electrical distribution for this area. Once <br />the district is established staff will continue to work with PG&E to expedite this <br />schedule. <br /> <br />This is the third utility underground district formation to support the continuation <br />of the Roosevelt Avenue Reconstruction Project. Roosevelt Avenue from Valota <br />Road to Upton Street is slated for reconstruction due to pavement, sidewalk, <br />curb & gutter conditions. As part of the complete-street construction strategy, <br />water and sewer systems have already been renewed; remaining aerial <br />electrical and communication utilities within the district will be undergrounded; <br />and any other utility within the right of way will be evaluated and renovated <br />accordingly, and concurrently. This complete-street improvement strategy <br />promotes holistic system performances, process efficiency and effectiveness <br />while reducing future neighborhood disruptions to a minimum. <br />Roosevelt Avenue Underground Utility District from El Camino Real to Upton <br />Street was designated based on the above criteria. The utility undergrounding is <br />being performed in phases. Two phases have been completed: Phase I <br />Roosevelt Underground Utility District 1984-1 (El Camino Real to Hudson Street) <br />and Phase II Roosevelt Underground Utility District 2000-1 (Hudson Street to <br />Valota Road). Overhead utilities were placed underground and the streets were <br />subsequently reconstructed. The proposed Roosevelt Underground Utility District <br />No. 2016-1 (from Valota Road to Upton Street) would be Phase III, and would <br />complete the undergrounding of the segment originally prioritized. Street <br />reconstruction in Phase III would be completed in the same fashion as Phase I <br />and II. <br /> <br />The construction cost will be estimated upon establishment of the district. The <br />cost of the design for the Underground Utility District will be paid initially by the <br />City but would be reimbursed at a later date by PG&E and the other utilities in <br />8.B. - Page 2
