<br />accordance with the Rule 20A funding regulations. <br /> <br />Engineering and Transportation staff have met with PG&E representatives <br />regarding the formation of a district, and to establish the proposed boundaries. <br />PG&E expressed no objections to forming a district within this area. After the <br />July 25, 2016 public hearing, staff will meet with all overhead utility service <br />providers to conduct a walkthrough. The boundaries of the District and the scope <br />of the project will be refined. In future Council meetings staff will recommend the <br />Council to adopt the introduced ordinance for the formation of the proposed <br />district and the execution of an agreement with PG&E. <br /> <br />At conclusion of the public hearing, Council can consider introducing the <br />ordinance to establish this underground district. If this introduction takes <br />place, the ordinance will be confirmed on August 8, 2016 with the ordinance <br />being effective 30 days from that date. <br /> <br />In Redwood City, underground utility districts have been previously formed <br />along Chestnut Street, and segments of James Avenue, Roosevelt Avenue, <br />Marshall Street, and along a segment of Middlefield Road designated as <br />"Theatre Way". <br /> <br />ALTERNATIVES <br />Council may choose to not to open a public hearing and not adopt an <br />Ordinance establishing an Underground District No. 2016-1. <br /> <br />FISCAL IMPACT <br />As of June 7, 2016 the Roosevelt Underground Utility District Reconstruction <br />fund (357-83167) had an available balance of $477,391.52 and the <br />Underground Utility Program (263-70445) had an available balance of <br />$174,654.03. Initial cost for planning and design will be paid by the City from <br />these accounts and be reimbursed at a later date by PG&E as described above. <br />The City has already paid initial consulting services for surveying to Sandis, <br />Engineers, Surveyors, and Planners in the amount of $15,080 from the <br />Roosevelt Underground Utility District Reconstruction fund (357-83167). The <br />cost for the conversion of electric service panels to underground service will be <br />paid by PG&E up to $1,500.00 per each residential service panel, pursuant to <br />Rule 20.A. The City will pay any costs exceeding $1,500.00 per each residential <br />service panel. <br /> <br />ENVIRONMENTAL REVIEW <br />This project is categorically exempt per the California Environmental Quality Act <br />(CEQA) Section 15302, paragraph (d) Conversion of overhead utility distribution <br />system facilities to underground including connection to existing overhead electric utility <br />distribution lines where the surface is restored to the condition existing prior to the <br />8.B. - Page 3
