1 <br /> <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2016 <br /> <br />SUBJECT <br />Appeals by two parties - Carr, Yeley and Associates, and Mr. Kris Johnson - of Planning <br />Commission Resolution No. 16-08 approving a Downtown Planned Community Permit <br />including five guideline deviations, Tentative Map, Condominium Permit, and Planned <br />Development Permit for 603 Jefferson Avenue pursuant to the City of Redwood City's <br />Downtown Precise Plan and Subdivision Ordinance <br /> <br />RECOMMENDATION <br />Hold a Public Hearing and Adopt a Resolution (Attachment 1) Denying the Appeal and <br />Approving the Downtown Planned Community Permit including five guideline deviations, <br />Tentative Map, Condominium Permit, and Planned Development Permit, based on the <br />findings and subject to the conditions of approval contained therein, and upon <br />consideration of the Initial Study Checklist demonstrating compliance with the <br />Downtown Precise Plan Environmental Impact Report (EIR) as certified on January 24, <br />2011 <br /> <br />BACKGROUND <br />Jefferson Res, LLC (Applicant) seeks to develop a new residential condominium and <br />retail building at 603 Jefferson Avenue. The project site is comprised of two parcels <br />totaling approximately one-half acre in their combined size, and the site is currently <br />improved with a single-story commercial building and surface parking. The site has <br />frontages along Jefferson Avenue and Bradford Street. The existing single-story <br />commercial building would be demolished in order to allow construction of the proposed <br />new building. <br /> <br />On September 4, 2015, the Applicant submitted an application for a Downtown Planned <br />Community Permit, Tentative Map, Condominium Permit, and Planned Development <br />Permit to develop an 8-story, 92’ tall, condominium building that would include 4,500 <br />square feet of ground floor retail space and 91 residential condominiums on floors 2-8 <br />(the “Project”). The residential condominiums consist of a mix of studio, one, two, and <br />three bedroom units ranging in size from 527 square feet to 2,344 square feet (Project <br />Plans). The Project also has outdoor residential common areas consisting of a <br />landscaped podium courtyard on the second floor at the rear of the building, and a <br />rooftop courtyard with landscaping and other amenities such as outdoor kitchens and <br />seating areas. The Project would be the first downtown development that would pay the <br />City’s recently adopted Affordable Housing Impact Fee. Based on the Project’s <br />8.C. - Page 1
