2 <br /> <br />residential square footage, the estimated fee to be collected at the time of building <br />permit issuance would be $1,738,000.00. <br /> <br />The Project is within the Downtown Precise Plan Area, and therefore it is subject to the <br />City’s Downtown Precise Plan (DTPP) which was approved by the City in January 2011. <br />The DTPP affords the City a high degree of discretion in determining if a project is <br />consistent with the DTPP. The DTPP contains mandatory development standards and <br />recommended design guidelines for development within the DTPP area. These include <br />required historic resources review under the purview of the Historic Resources Advisory <br />Committee (HRAC), and certain building and use requirements. The Project complies <br />with all of the mandatory standards and all but five of the recommended guidelines <br />under the DTPP. In the five instances where the Project does deviate from the <br />guidelines, City staff and the Architectural Advisory Committee (AAC) have determined <br />such deviations to be acceptable and in keeping with the overall intent of the DTPP. <br /> <br />As originally proposed the Project sought deviations from eight guidelines, however the <br />AAC recommended denial of three deviations that were all related to the project’s use of <br />a glass curtain wall system that resulted in the project exceeding the glazing percentage <br />limit for the building middle.
