24 <br /> <br />impacts on bicycle and pedestrian travel, as the City Council determined when it <br />adopted the DTPP and found the cumulative condition impact to be significant and <br />unavoidable. Thus, the Project is consistent with the DTPP EIR and the adopted <br />Statement of Overriding Considerations, and no further CEQA review is required. <br /> <br />Additional Traffic Analysis <br />Typically, applicants are only required to submit the TIA described above; however, <br />given recent interest in downtown traffic conditions, the Applicant submitted an <br />additional traffic report detailing existing trip data for three of the nearby intersections <br />that were analyzed in the Project TIA (Jefferson/Veterans, Main/Veterans, and <br />Main/Bradford). Existing intersection trip data was collected in March 2016 for the other <br />two intersections at Jefferson/Marshall and Main/Marshall as part of the analysis for the <br />2075 Broadway development project that was approved by the Planning Commission <br />on April 19, 2016. All of the intersection trip data was compared to the 2010 Existing <br />Conditions and the 2030 Cumulative scenario studied in the DTPP EIR. <br /> <br />The trip data revealed that the intersections at Jefferson/Veterans, Main/Veterans, and <br />Main/Bradford exhibited lower AM and PM peak hour volumes than the 2010 Existing <br />Conditions. The intersections at Jefferson/Marshall and Main/Marshall exhibited higher <br />AM and PM peak hour volumes than the 2010 Existing Conditions; however, both <br />intersections function at a LOS B or C, which is considered an acceptable level of <br />service. All five 2016 intersection counts were below the 2030 Cumulative scenario <br />analyzed in the DTPP EIR. The findings from these studies which show that some of <br />the intersection volumes are lower than the 2010 existing conditions and some are <br />higher, comports with the existing intersection traffic counts that were taken in July 2015 <br />for the 601 Marshall development project which is one block west of the project at 603 <br />Jefferson. (For the precise existing traffic count data see attached reports) <br /> <br />For the 601 Marshall project existing counts were taken at 8 downtown intersections <br />(two of which, Jefferson/Marshall and Main/Marshall, were also studied for the 603 <br />Jefferson Project), and it was found that five of the intersections had counts higher than <br />in 2010, and three intersections had counts lower than in 2010. Again all of the <br />intersection counts were below the 2030 Cumulative scenario analyzed in the DTPP <br />EIR. All of this highlights what has already been stated, that despite all efforts to make <br />traffic demand models as robust as possible, they are an approximation and we expect <br />them to underestimate changes on some streets and to overestimate them on others. <br />This does not, however, mean that they are inadequate or invalid for purposes of CEQA <br />analysis. <br /> <br />8.C. - Page 24
