23 <br /> <br />· Broadway/Woodside* <br />· Bay/Woodside* <br />· Bradford/Main <br />· Veterans/Whipple* <br />· Veterans/Woodside* <br />· Segments of US 101 between Holly Street and Marsh Road* <br />· US 101/Woodside freeway ramp operations* <br />(*denotes intersections outside of the DTPP area) <br /> <br />The City Council acknowledged these traffic impacts and, as part of the EIR certification <br />on January 24, 2011, adopted a Statement of Overriding Considerations finding that <br />“the environmental, social, economic and other benefits of the DTPP override the <br />significant adverse impacts of the DTPP”. Irrespective of Appellants’ contentions, the <br />issue presently at hand is whether the potential traffic impacts of the 603 Jefferson <br />Avenue Project are within the previously analyzed impacts of the DTPP, or whether <br />there are any new significant impacts or substantial increases in the severity of any <br />previously identified impacts. <br /> <br />As part of the project-by-project environmental review, all applicants must submit a <br />Traffic Impact Analysis (TIA). The TIA examines how much traffic would be generated <br />from a specific development project, and how the traffic would distribute to nearby <br />intersections. The TIA then compares the results to the projections in the DTPP EIR. <br />Hexagon, a local Transportation Consultant firm hired by the Applicant, submitted the <br />TIA for the proposed 603 Jefferson development. The TIA distinguishes between a <br />“minimal effect” and a moderate effect” on intersection operations. A minimal effect <br />means that: (1) the DTPP EIR identified the projected future intersection operations <br />(cumulative conditions with DTPP) as Level of Service (LOS) A, B, C, or D (all <br />acceptable levels under City and EIR significance criteria), plus (2) the proposed project <br />would add more than 20 peak hour trips. A moderate effect means that: (1) the DTPP <br />EIR identified the projected future intersection operations at LOS E or F (both <br />unacceptable levels under City and EIR significance criteria), plus (2) the proposed <br />project would add more than 20 peak hour trips. <br /> <br />The TIA describes the proposed development project as having a minimal effect on the <br />studied intersections because none of the intersections would exceed the “minimal” <br />threshold described above. The intersection of Main Street/Bradford Street is identified <br />as operating at an unacceptable LOS F during the AM and PM peak hours under <br />cumulative traffic conditions at DTPP buildout. However, the Project’s contribution to <br />this cumulative impact would not be considerable. In any event, physical improvements <br />for vehicle travel are not recommended at this location due to the potential secondary <br />8.C. - Page 23
