portions of the Redwood Branch between Broadway Street and Maple Street <br />(approximately 1,400 feet) and the Jefferson Branch between Hudson Street and <br />Madison Street (approximately 300 feet) were selected for improvements this year. BKF <br />Engineers and their sub consultant, Cornerstone Structural Engineering Group, prepared <br />plans and specifications for this project. <br /> <br />One bid was received for the 2016 Redwood Creek Repair and Rehabilitation Project by <br />the bid deadline on June 9, 2016. The bid amount is summarized in the table below. <br /> <br />BIDDER BID AMOUNT <br />Valentine Corporation $267,369.00 <br />ENGINEER’S ESTIMATE $200,000.00 <br /> <br /> <br />Staff has evaluated all items of the bid in light of the bid being much higher than the <br />Engineer’s Probable Cost Estimate. Although the low number of bids and high bid <br />amount may be attributed to the nature of this specialty project and limited work period <br />due to permit requirements, staff recommends that the Council reject this bid and re- <br />advertise the project with a larger scope of work. The project would be re-advertised for <br />award next year due to restrictions of the permit, which requires all construction work to <br />be completed during a seasonal construction window that ends annually October 31st <br />for the non-tidal areas of Redwood Creek. Staff will conduct additional outreach to <br />increase interest among contractors and potentially obtain additional bid submissions. <br /> <br />ALTERNATIVES <br />Council may choose to award the contract to the apparent low bidder, Valentine <br />Corporation. <br /> <br />FISCAL IMPACT <br />Funds for the 2016 Redwood Creek Repair and Rehabilitation Project are available in <br />the Capital Outlay Fund – Storm Drain Collection System Construction account, which <br />has an available balance of $1,969,033.30 as of April 30, 2016. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the 2016 Redwood <br />Creek Repair and Rehabilitation Project meets the California Environmental Quality <br />Act (CEQA) exemption criteria as set forth in CEQA Guidelines Section 15301 <br />(“Existing Facilities”) and Section 15302 (“Replacement or Reconstruction”) of the <br />CEQA regulations. Furthermore, this project has been designed compliant with the <br />City’s Engineering Standards and accepted practices. This project will also adhere to <br />requirements of all applicable permits, including but not limited to: Nationwide Permit 3 <br />Maintenance (NWP-3) from USACE, Conditional Water Quality Certification (401-WQC) <br />6.1.B. - Page 2
