REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2016 <br /> <br />SUBJECT <br />Geographic Information System (GIS) Software Enterprise License Agreement for small <br />governments with Environmental Systems Research Institute (ESRI) <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Enterprise License <br />Agreement (ELA) for small governments and the accompanying software license <br />agreement and training agreement with Environmental Systems Research Institute <br />(ESRI) for ESRI to provide the primary GIS software used by City staff for a period of <br />three years in an amount not to exceed $163,500 <br /> <br />BACKGROUND <br />Since 1996, the City has been using ESRI as its primary GIS technology resource for <br />desktop and server software applications. These applications are the primary software <br />systems utilized by the City’s GIS team, who support GIS operations throughout the <br />organization. Additionally, the desktop software is used by other City staff in the Public <br />Works and Community Development departments. <br /> <br />In 2010, the City began using ESRI’s server products, which enabled the City to store <br />GIS data in a central repository and made it possible to publish online map applications <br />such as the publicly available “Community GIS”. The GIS server software is also an <br />essential component of the data integration with various other software systems, such <br />as the permitting system (TrakIt), the police dispatch system (RIMS), and the City’s new <br />asset management system (HiperWeb). <br /> <br />The demand for GIS services continues to grow and the City’s GIS team is constantly <br />exploring opportunities for a more effective and cost efficient utilization of GIS <br />technology throughout the City. <br /> <br />ANALYSIS <br />From 1996 to 2015, the City paid for the ESRI software licensing fees on a yearly basis. <br />FY 2015-16 ESRI software licensing fees were $42,140 and FY 2016-17 fees are <br />estimated at $47,500. These annual licensing fees primarily include 1 server software <br />license, 7 desktop software licenses, and 50 ArcGIS Online licenses. <br /> <br />6.1.C. - Page 1
