Councilman Granger withdrew his motion and then moved to refer this matter to <br />the Traffic Fact Finding Committee, seconded by Councilman Herkner. Councilman Weiss amended the motion to <br />include exploration of any other possibilities. There was no seconded to the motion. This was followed by <br />discussion after which Councilman Spillers seconded the amendment to the motion. The amendment to the <br />motion lost on roll call vote with Councilmen Britschgi, Granger, Herkner, Stout and Mayor Royer voting N0. <br />fires The original motion carried. Mayor Royer announced that the plan lines were dropped on the property in the <br />vicinity of the Fox Shoppe only. <br />Councilman Spillers was of the opinion that a study should be made in regrd to the possibility of a one way <br />street. Councilman Spillers -moved to refer to the proper authorities to investigate anything in regard to <br />this matter, seconded by Councilman Herkner and carried. <br />60 <br />Building Inspector Kreiss asked what he should do about issuing building permits on this property. This <br />was followed by discussion after which Councilman Granger moved that building permits berithheld which <br />would allow any building on the southerly tenfeet in question. City Attorney stated that there was no <br />legal way to restrict the permit. Mr. Gruljp assured the Council that his clients would not be requesting <br />any building permits for at least 60 to 90 days. <br />PARK AND RECREATION COMMISSION RECOMMENDED ACQUISITION OF TWO LOTS IN HIGHLANDS TERRITORY NO. 1. The Park and <br />Recreation Commission recommended that the Real Estate Committee investigate the possible acquisition of <br />Lots 28 and 29, Block 9085 Highlands of Emerald Lake No. 1, at Jefferson and Dover. The Commission <br />understands that these two lots can be obtained from the County without cost and feels that this property <br />could be developed in the future to provide recreation facilities for homes in that area. Councilman <br />Britschgi moved approval of the Park and Recreation Commission's recommendation, seconded cby Councilman <br />Spillers and carried. <br />" REPORT ON MEETING WITH PROPERTY TTNERS, CLINTON STREET BRIDGE. Councilman Granger reported that a meeting had <br />been held,on Tuesday, April 17th, and that both he and Councilman Spillers met with the property owners <br />from the Clinton Street bridge area. It was the concensus of opinion that the Engineering Department should <br />be asked to draw plans and specifications on the bridge by itself and separate plans should be made in <br />regard to the street, the plans and specs on the bridge to be drawn at the lowest possible cost. Councilman <br />Granger moved that the Engineering Department be authorized to draw plans and specs -on the bridge only and <br />to be figured at the lowest possible cost, seconded by Councilman Britschgi, report back in 30 days. The <br />motion carried. <br />CITY ENGINEER REPORT PROPOSED OFFICIAL PLAN LINES JEFFERSON AVENUE. The Clerk read the following report: <br />Re: PLAN LINES — Jefferson Avenue <br />El Camino Real to Upton Street <br />We were requested to make a further investigation of the proposed Plan Lines on <br />r•. Jefferson Avenue between El Camino Real and Upton Street, as adopted by the Planning <br />Commission. <br />�.r It is our opinion that the plan lines should be established for an ultimate eithty <br />(80) foot right—of way, as recommended. <br />The future improvement of Jefferson Avenue will require a minimum of sixty (60) <br />feet between curbs. The present 70 foot right—of—way width would permit only 42 <br />foot sidewalks, which would not permit tree planting along this street, and would <br />PON require that all utility poles be placed within the 42 foot sidewalk. The <br />present requirement of the Pacific Gas and Electric Company that the street face <br />of all ?oles be one foot behind the face of curb, would result in a mazimum of <br />only 22 to 3 feet of sidewalk behind the poles, or the poles would be in almost <br />the center of the future sidewalks. <br />It should be called to your attention that Plan Lines are primarily intended to <br />control the setback of any new or reconstructed buildings, and it does not necessarily <br />follow that the street improvements will be constructed the full width of the Plan <br />Lines. Neither would any existing buildings be cut off or demolished as a result of these <br />Plan Lines, as we believe that all buildings on Jefferson Avenue now have a 15 foot <br />minimum setback. <br />When Jefferson Avenue is widened and reconstructed as a four lane street, the property <br />necessary for widening at that time would normally be acquired through purchase, using <br />
