Councilman Spillers moved to refer this to the City Manager for a report in one <br />week, seconded by Councilman Britschgi and carried. <br />Councilman Spillers moved to tear down the old bleachers and stands on the first base side in Hawes -Park. Building <br />Inspector Kreiss was of the opinion that nothing could be done to repair these stands. Mayor Royer asked the <br />City Manager to check into this and report back next week. <br />Councilman Spillers spoke about the stop lights at Woodside and Hudson. He reported that he checked into this <br />6W matter and the State representatives suggested that the City Manager write a letter and the Traffic Committee <br />should state that traffic will be taken off Woodside Road and turn up other streets if they find they can <br />cross Woodside Road, and they were sure that the State would go along with the City they can substantiate <br />their request for stop -lights. Councilman Spillers moved that the City Manager write a letter to the State <br />E. <br />Engineers in San Francisco. Acting Police Chief Moudakas stated the State Engineers were to be invited down <br />to study Whipple Avenue problem and they would be taken to the Hudson Woodside location also. Councilman <br />Spillers stated that he had contacted Mr. Webb and Mr. Cobb. Councilman Britschgi seconded the motion which <br />carried. <br />Councilman Spillers wished that the people in San Mateo County, especially the people in Redwood City, would <br />contact the State about Woodside Road. He said that this is the only way that a four lane street can be <br />obtained. Councilman Granger moved to have the proper authorities write to the State and ask them if and <br />when they are going to do anything in regard to Woodside Road project, seconded by Councilman Britschgi, <br />Councilman Stout asked that a paragraph be written in this letter in regard to the Five Points overpass. <br />Mayor Royer asked if Councilman Stout would mind in the matters were taken up separately. Motion carried. <br />Councilman Herkner advised there is a county wide committee head by Mr. David Bohanan which has spent <br />considerable time studying highways and cross highways and it has recommended that Woodside Road be made a <br />four land highway. <br />fI <br />Councilman Spillers suggest having a traffic survey made and outside holp hired to do the job. Councilman <br />Spillers moved to have the City Manager look into the possibility of such a survey and the approximate cost, <br />seconded by Councilman Britschgi who stated that this could be done in conjunction with the master plan. <br />Motion carried. <br />Councilman Weiss brought up the matter of Council policies. He feels that in the past many things have transpired <br />and he inquired whether the Council had any files which would indicate former policies. Mayor Royer was of <br />the opinion no such record had been kept, however, the Charter set up the policies of the Council. Council- <br />man Weiss recommended that such a file be made and dept up and that the Council be notified of any and all <br />changes. <br />Councilman Weiss stated that a study meeting is not the purpose of making any decisions that only to gather <br />information and explore the situation. He suggested that they adopt the principal to extend to all <br />improvement and service groups the invitation to attend any and all study meetings. He also suggested an <br />alternative that the study meeting be held in the Council Chambers. This was followed by a lengthy dis- <br />cussion after which Mayor Royer stated that the Clerk will be requested to notify the press and the Council <br />of any and all study meetings. This was followed again by discussion. Councilman 'Feiss moved that the press <br />be notified at least 48 hours in order that they can notify the public of any study meeting. This motion <br />lost for lack of a second. <br />bow The Clerk read a letter from Ur. Geldmann, 648 Cassia Street, who asked permission to fill in the parking strip <br />with cement in order to eliminate the hazard of weeds, etc. She is a very old woman and finds it hard to <br />keep the weeds down. This was followed by discussion after which Councilman Granger moved that permission <br />be granted inasmuch as this property is located in or near commercial property, seconded by Councilman Stout <br />who added that consideration should also be given to the person. City Engineer Jain was of the opinion that <br />this is setting a precedent. He also stated that there are a number of apartment houses who are going ahead <br />
