Couniclman 7Teiss approved the addition to his motion and the motion carried. <br />REPORT ON STULSAFT RARK MASTER RLA.N AND OPINION ON PROPOSED FAIRYLAND. The clerk read the following letter <br />from the Park and Recreation Commission: <br />"After receiving a topographic map of Stulsaft Park and afte a thorough explanation of this made <br />by Mr. Fred Hastings of Murphy and Hastings engineering firm, the Park and Recreation CommisGion <br />wished to go on record as opposing a Fairyland site in Stulsaft Park. �*1 <br />It appears that there is not a sufficient amount of level land available for aprk and MENA <br />narking facilities to allow for the acreage needed by a children's fairyland as well as <br />additional parking facilities for that project. <br />The Park and Recreation Commission feels that the primary consideration is to maintain <br />the park in its natural state and to provide ample picnic and camping sites in addition to <br />hiking trails." <br />Councilman Vieiss moved that the report be accepted and endorsed by the Council. This was followed by <br />amd <br />discussion in which Councilman Granger stated that they should notify the Citizen's Committee of any <br />change. Councilman 7eiss changed his motion to coordinate with the Citizen's Committee, seconded by <br />Councilman Stout and carried. <br />The following use permit was granted bT the Planning Commission: <br />1, To J. Papazian to allow construction of two houses in an "U" District. <br />There was no Council action required on the above use permit. Councilman 7eiss asked about the set -back <br />restrictions. City Engineer Jain stated that the plan lines are set from Oak Knoll to Highlands and <br />Planning Commissioner Greenwold reported that set -backs were established in the area. <br />Mayor Royer reported that during his term as Mayor he was requesting the Council to refer all their items <br />for the agenda through Mr. Kimball. Mr. Kimball will keep a master list or a tickler file and keep the <br />Council informed of all unfinished items. By installing this system, he was of the opinion that they <br />could do away with <br />items which could be singled <br />out and handled <br />by the departments <br />rather <br />than <br />being <br />I <br />brought before the <br />Council, the other items <br />to be checked by Mr. <br />Kimball so he can <br />obtain <br />any <br />information <br />n6hersary before the matter is brought to the Council. <br />Councilman Granger wanted to know what the Council was going to do about the water line in '."iellesly Park and <br />he moved to have this item placed on the agenda, seconded by Councilman Britschgi and carried. <br />Councilman Granger moved to have a repoly made to the man who wrote a letter in the forum column in regard <br />to water services in Redwood City over water services in Emerald Lake, seconded by Councilman Stout and <br />carried. <br />Councilman Herkner was of the opinion that proper designing should be considered in regard to the old police <br />building for proper utilization of space and he moved to refer this to the City Manager, seconded by <br />C =icilman Granger and carried. <br />Councilman Stout stated that there were times when some of the Council could not attend the study meetings <br />and he was of the opinion that possibly a secretary could take the minutes and they could be mailed out WIR <br />with the regular agenda. He stated that if it was necessary someone could be paid for this work. Council- <br />man Herkner stated that he believed that Mr. Kimball could make a record of items of interest. <br />Councilman Britschgi was of the opinion that the Council should be able to form a decision if it should be <br />made at the study meetings rather than go.through the whole procedure all over again during the Council <br />meetings. This was followed by considerable discussion as to whether or not the Council.could or <br />"1 <br />should form opinions during these study meetings. <br />Councilman Britschgi reported that the Arm Engineering Department has granted approval of the Yacht Harbor <br />dredging subject to filing of objections within 30 days. Citly Engineer Jain discussed the bids for <br />dredging and the possible result from this type of bidding. This was follored by a short discussion regard- <br />ing <br />egard-ing possibility of advertising for bids on time and material basis in the event bids are unreasonable. <br />Councilman Spillers was of the opinion that the old building should be torn down and a stand erected at the <br />
