1199 <br />this to their bonding company. This was followed by discussion after which Councilman Granger moved that <br />a registered letter be sent. This motion lost for lack of a second. The City Engineer and the City Manager <br />were asked to see the contractor and tell him of the situation. <br />The Clerk read the letter from B irge Clark wherein he stated that he believes that Mr. James Hutzler has comp - <br />I leted the Veterans Building and that the building should be accepted and a Notice of Completion recorded. <br />PM It should be noted that a period of 35 days will follow this acceptance before the final payment will become <br />6.0 due. There is a one ,year guarantee on the building and that the appropriate subcontractors, particularly <br />the heating and electrical contractors, will explain the operation to the appropriate custodian and <br />administrator when requested to do so. Councilman Granger moved that the proper authorities file the Notice <br />of Completion, seconded by Councilman F3ritschgi. Councilman Weiss wanted to know who the proper authorities <br />were, if -to be the City Manager T.1rhy not name him rather than say proper authorities. Councilman Granger <br />baw <br />changed his motion to refer this to the City Manager. Motion carried. <br />City Manager Rolison stated that he would like permis-ion to hire temporary personnel for janitor services <br />until budget time. Councilman Granger moved that the City Manager take the necessary steps to get the building <br />ready for occupancy, seconded by Councilman Stout and carried. <br />PECA.bI COURT, City Engineer Report. The City Engineer recommends the approval of Final Map of Pecan Court Tract <br />subject to the following conditions: <br />1. Final checking of Final Map and making minor corrections. <br />2. Final checking of improvement plans and making minor corrections. <br />3. Submission, checking and approval of specifications. <br />4. Furnishing required performance bond, agreement, preliminary title report, City and County Assessors' <br />reports. <br />5i 'Construction of storm drain to Kentfield Avenue pending Kentfild-Palm-Valota lmnr'ovement Dis -r i.c-. <br />ir. 6. Furnishing of easemtn to Kentfield Avenue for storm drain. <br />7. Deposit of 0160 per lot for future storm drainage district assessments, as required of Carleton Court <br />developers. <br />8. Furnishing of deeds for non -access strips along and at ends of Sierra Street section. <br />The Planning Commission approved the final map of Pecan Court subject to the above conditions. It is the <br />intention of condition #7 that it will be possible to refund any amount of the assessment that may be under <br />the '160. <br />Mr. Tehaney was of the opinion that the City was supposed to secure the easement such as was the case in <br />Carleton Court Subdivision. Mayor Royer stated that the City agreed to give him the same treatment as in <br />Carleton Court. Councilman Britschgi moved to accept the City Engineer's report qnd the planning Commispionts <br />recommendation excluding the condition where Mr. Tehaney was required to furnish the easement, seconded <br />by Councilman ,`teiss. This was followed by discussion in regard to how the easement could be purchased with <br />r■-* the X160 per lot. City Attorney Currie stated that the condition will be included in agreement which will <br />6..W be prepared and presented to the Council for final approval. City Engineer Jain .advised that final map <br />will not be signed until all conditions have been met. The motion carried, the City Attorney to prepare <br />the necessary agreemtn. <br />C <br />Mx. Tehany asked if there was some method whereby anyone tieing into the sewer could be assessed for their <br />share. The City Attorney was asked to investigate and to check with Mr. Jain on this subject. <br />Councilman Spillers asked if anything had been done in regard to the bridge in back of Trrillie's Alumni.. xr. Jain <br />et UrtI -d `1 -at they hadn't heard from either Mr. Silva or his engineer. <br />Councilman Britschgi wanted to know what is going to happen between the S. P. Co. rails on Chestnut Street. <br />Councilman Britschgi moved that the City Manager write a letter to the Pablic Utilities Commission, however, <br />after further discussion City Manager Rolison stated that he will call Mr. J.
