Councilman Britschgi <br />was of the opinion that consideration should be given to a possible one way street to El Camino R:ial. <br />Councilman Granger offered a substitute or an amendment to the motion that the Council consider his <br />plan to abandon the plans form the southerly prolongation of the westerly line of Cypress Street to the <br />westerly City Limits and accept the plans from the southerly prolongation of the westerly line of Cypress <br />Street to El Camino Real before voting on the present motion. This vras followed by discussion as to <br />whether or not the motion was in order and to consider it as an amendment to the motion. The motion was vow <br />seconded by Councilman Britschgi. This was followed by discussion with George Doll, 307 Oakwood Blvd., <br />and Robert Dell Ergo both taking part. Councilman Britschgi withdrew his second to the motion. <br />Councilman Granger's amendment to the motion lost for lack of a second. The Mayor called for a roll <br />call vote on the orignal motion to abandon the plan lines, etc. Councilmen Granger, Herkner and Stout <br />voted No and Councilmen Britschgi, Spillers and 17eiss voted Yes. Mlayor 'layer reported that the City <br />Attorney at one time told him that legally he could vote on this question at this time, however, he <br />asked for a recess for about 5 minutes to again check with the City Attorney on the matter of his <br />voting. Recess 8:15 P. 1A. Mayor Hoyer called the meeting to order at 8:55 P. M. and stated that the <br />City Attorney had advised him not to vote because of his interests in the area in question. The motion <br />lost on a tie vote. <br />Councilman Granger moved to accept the Planning Commission plan lines and eliminate from Madrone Street <br />to the westerly City Limits and adopt the plan lines from the westerly line E1 Camino Real west 700 feet <br />more or lees to the proposed Madrone Street, seconded by Councilman Stout. This motion lost because of <br />a tie vote with Councilmen Granger, Herkner and Stout voting Yes, Councilmen Britschgi, Spillers and <br />VYeiss voting No. and Mayor Royer abstaining. <br />Councilman i`Teiss moved that the entire matter be referred back to the Planning Commission for an <br />overall plan of the entire area, seconded by Councilman Herkner. The City Attorney stated if this motion wr <br />was passed as is then the effect of the motion would be to deny the plan lines, and if the Council wants <br />to keep this matter in had while the Planning Commission checks into the matter, then the Council should <br />-continue this item so they would not lose jurisdaction. Councilman Herkner withdrew his second to the <br />motion. Councilman Spillers then seconded the motion. This was followed by discussion. Councilman <br />Stout amended the motion to refer the matter back to the Council in three weeks and the Planning Commission <br />to recommend any other streets to be included in the area. In other words, this would be the same as a <br />continuation of the public hearing and carry on the agenda for three weeks. After discussion, Councilman <br />Stout changed the time back to Planning Commission for an overall Plan of the entire area, that the <br />hearing be continued and that it be returned to the City Council within 6 weeks. Councilman Britschgi <br />seconded the motion which carried on roll call with Councilmen Granger and Spillers voting No and Mayor <br />Royer abstaining. <br />PUBLIC HEARING, CQNTINUATION OF HEARING ON HIG-1—ak tDS TE'?RITORY NO. 1 SE !ER kND `'TATER. There were no written <br />..rlli <br />protests. Mayor Royer announced that members of the Council had met with the people from the Glenwood <br />Avenue area. This was followed by a very lengthy discussion in regard to the cost of the water line on <br />Jefferson Avenue and the manner in which it must be assessed, Oddstad's request that they not tie into <br />his line, elimination of two 4–ench water lines scheduled for Bain Plance and Breeze Place; City could, <br />at its own expense, do a small amount of work on Harding Avenue and also elimination of possible 7 fire ""d <br />hydrants. City Engineer Jain stated that Glenwood Avenue people would still have to pay their fair <br />share of the a ssesment, however. By making the changes as noted under discussion, they would reduce the <br />assessments for the area in question from about $39.00 per lot to an estimated ;300.00 and even possibly <br />X250.00 per lot. This was followed by a heated discussion after which Councilman Granger moved that the <br />public hearing be closed, seconded by Councilman Spillers.
