art? <br />Councilman Stout moved that the Glenwood Avenue area be deleted and the City En ineer be instructed to <br />proceed with new plans. Councilman Britschgi was of the opinion that bids shmild be called for before <br />deleting the Glenwood Area. Councilman Stout's motion lost for lack of a second. Councilman Spillers <br />moved to advertise for bids. The City Attorney ruled that this could not be done until the Council had <br />adopted the necessary resolution to start proceedings. Councilman Spillers withdret^r his motion and then <br />offered Resolution of Public Convenience and Necessity, seconded by Councilman Britsehgi. This was followed <br />"W by a very lengthy discussion. One of the subjects under discussion was changing the resolution to include <br />the changes suggested by the City Engineer. The City Attorney stated that this resolution of Public <br />Convenience with .deletions can not be voted on at this time. He suggested that they be asked to draw up <br />another resolution. Councilmen Spillers again withdrew his motion and then moved to have the City Attorney <br />Pam <br />draw up a new resolution with the correct eliminations and to continue this matter for one week, seconded by <br />ihow <br />Councilman Britschgi. The motion carried on roll call vote with Councilman Stout voting NO. <br />PARK AND HECR�:ATION COM11ISSION RECOMMENDED APPROVAL OF A REQUEST FOR FWAATION OF TEEN—AGE BASEBALL LEAGUE <br />(BABE RUTH LEAGUE). This league would provide additional training for graduates of the Little League and <br />other organized baseball groups in our area, and would also be a steppingstone to possible future semi— <br />professional and minor league baseball careers for some of the boys. The Park and Recreation Commission <br />are heartily in favor of additional recreation opportunities for the youth of this area and recommends this <br />group be granted the scheduling and .diamonds required with the details to be -°rorked out by the Recreation <br />Director and the City Manager if the Council approves. This was followed by discussion in regard to just <br />what was wanted. The fact was brought out that the group requesting the formation of this league really <br />want the City to pay for the umpires. This would cost the City approximately $180 per season and would. <br />include 35 groups they have not had as many expenses as had been anticipated and he further stated that he <br />would have sufficient funds in his budget to cover this item. Councilman Spillers moved that the request be <br />granted, the City to pay for the umpires, seconded by Councilman Britsehgi. This was followed by discussion <br />after which the motion carried. <br />CITY LiLANAGER REPORT ON ';TASTE RECEPTACLES. The Purchasing Department secured quotations on "Model All Mills <br />Aluminum -,paste Receptacles which are used b,r the City of Palo Alto. They were informed by the City of <br />Palo Alto that the cost of the complete unit, including receptacle, anchoring device and set of 6 aluminum <br />plates with reflectorized lettering, installed, was the sum of $55.00 each, plus tax, at the date of the <br />last purchase, which was made in December,1955• <br />Councilman Stout stated that at the time that this was requested the City Manager was also asked to contact <br />the City of Sunnyvale and Santa Cruz. He asked why this had not been done? Councilman Granger was of the <br />opinion that this should be referred to the City Manager for budget study. Councilman Britsehgi moved that <br />the City 11anager contact the Cities of Santa Cruz and Sunnyvale in regard to their waste cans, seconded by <br />�••, Councilman Stout and carried. <br />CITY MANAGER REPORT ON PROPOSED REPAIRS TO S. P. CO11PANY CROSST_NGS. The Southern Pacific Company report that <br />they now have the necessary approval for a. .complete renewal of the track running along Chestnut Street, <br />between the, northerly line of Stambaugh Street and the approximate center line of Marshall Street. They are <br />actively following up for delivery of the material to the site and are hopeful it will be available for them <br />to commence work with the near future. They also have approval to rebuild the crossing of Broadway over the <br />main tracks. This material is likwise on order and the ork will be programmed for the earliest parcticable <br />date when forces can be spared from other equally pressing work. <br />They have pending, a request for authority to rebuild the crossings of Jefferson, Chestnut and Spruce <br />Streets over the main tracks. Formal authority on this is expected soon and as soon as available, the <br />material will be assembled and these jobs also programmed for early dates. This was followed by discussion <br />as to the time of year the work would be done, advising the City in advance when they w ould'be doing the <br />
