16 1. <br />stated in Mrs. Milsap's letter. Councilman Weiss read the following report on his opinion regarding the <br />plan lines. <br />I believe that such sacrifices as are involved in setting plan lines as proposed for <br />Jefferson Avenue can only be justified if its is clearly established as being in the interest <br />of progress and public safety, and an exhaustive stud reveals that no other alternative <br />exists or would serve the purpose and accomplish the results sought. That, we have no yet <br />accomplished to arW ones satisfaction, we have made no attempt to explore any possible <br />alternatives, not even proposals for a pattern of one way streets. <br />We pride ourselves on the beauty of our suburban development, yet we propose to cut down <br />i�.. and denude the area of trees that has taken generations to grow and which can not be replaced <br />except over an extended period of time. <br />The people were told that this project may not actually be undertaken for as much as 5 <br />or 10 years, that the only reason the plan lines are essential at this time is to protect <br />setbacks. The area is all built up, there is possibly two or three vacan pieces of property <br />along the street, it is thus apparent that we can control the setbacks through the -zoning <br />'FPO ordinances, etc* until such time as comprehensive plan can be worked out. <br />J <br />The city is spending considerable funds on street pattern and traffic flow studies, re— <br />vision of master plans, etc.; let us take pause and not act hastily, certainly the instant <br />case is not one of an emergency nature thus can not await reasonable exploration. <br />We must realize that this community is no longer a small village nor small town, we are <br />now grown up so it is encumbent upon us to act as mature men conscious of the problems created <br />by our unprecenented growth, we must give every matter careful consideration with a long <br />range point of view. It is only thus that we can avoid compounding difficulties that undoubted— <br />ly will be created by continued physical growth of the community. <br />Therefor as matters stand and lacking substantiation of the advisability of the proposal, <br />I can only conclude that it is plot justified nor in the best interests of the people in the <br />form it isbefore use I believe such action would be unjust to property owners, it would <br />bring sidewalks and parking strips so close to their homes, in many, many instances, that <br />there is no question but that it would devalue their property considerably for which they would <br />have to be compensated in some manner. <br />Incidentally it has been brought to my attention that some of the property owners have <br />been approached by realtors suggesting that if they intended to sell they had better do so <br />before the plan lines are adopted or the widening is commenced, because -once that is in the <br />mill they feel confident that the value of their property will be considerably less. Certainly <br />it is not the intention of this council to create a situation that will cause these people to <br />sacrifice homes that they have worked for so hard. <br />Councilman Spillers moved that the public hearing be closed, seconded by Councilman Weiss and carried. <br />Councilman Weiss moved that the Planning Commission's recommendation for adopting the Plan lines on <br />Jefferson Avenue be denied. Councilman Herkner asked that this be changed form denied to not being approv— <br />ed. The motion was seconded by Councilman Granger with the thought in mind that the Council should keep <br />in mind the improvements of all streets. Motion carried. <br />Councilman Sillers moved to authorize the City Manager to hire a Traffic Engineer to make a report on the <br />whole of Redwood City, The Mayor asked that this be referred to the Planning Commission. Councilman <br />Sipllers stated that he was of the opinion that the City Manager should hire the Traffic Engineer to make <br />the survey and when the survey was completed then he should work with the City Manager, City Engineer, <br />Planning Commission and the Traffic Fact Finding Committee to make certain that it covered all conditions <br />in Redwood City. Councilman Spillers changed the motion to have the City Manager bring back a report with a <br />estimate of the cost for an overall study, seconded by Councilman Weiss. This was followed by discussion <br />and Councilman Spillers was asked to repeat his motion. Councilman Spillers said he moved to authorize the <br />im. City Manager to report back to the Council as to how much it would cost the City to have a traffic Engineer <br />make an overall survey. The motion carried. <br />PUBLIC HEARING, ADOPTION OF ORD?NANCE WITH REGARD TO THE PROPOSED AMENDMENT TO THE BUILDING CODS. Affidavit of <br />�... publication was ordered filed. The City Attorney was asked to explain the ordinance to the public which he <br />did. There being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, <br />seconded by Councilman Stout and carried. Councilman Spillers offered ORDINANCE 822 AMENDING ORDINANCE NO. <br />778, BEING THE BUILDING CODE OF THE CITY OF REDffOOD CITY TO PROVIDE FOR LOT SURVEYS and moved its adoption, <br />seconded by Councilman Weiss and carried on roll call, Councilman Britschgi being noted absent. <br />PUBLIC HEARING, ADOPTION OF ORDINANCE WITH REGARD TO THE PROPOSED A)AENDMENT OT THE SIDEWALK AND v.Kivh;WAY <br />ORDINANCE. Affidavit of publication was ordered filed. The City Attorney explained the ordinance to the <br />
