40 <br />PARK AND RECREATION COMMISSION REQUESTED RECREATION SURVEY FROM THE STATE RECREATION COMMISSION. In Their <br />recommendation the Park and Recreation Commission stated that Miss Gladys Snyder, Recreation Specialist, <br />conducted the survey in April 1951 of park and recreational facilities in Redwood City. Since Miss <br />Snyder presented a report so well sone., theymish to recommend that she be invited to return and compile <br />the new survey. Councilman Royer stated that since this will be given to us by the State at no cost to <br />the City he moved approval of the request, seconded by Councilman Spillers. This was followed by a <br />discussion as to what the City will receive from this report. Motion carried. <br />REPORT ON FLOOD CONDITIONS, MIDDLEFIELD ROAD AND SPRUCE STREET. The Clerk read the following report which <br />had been submitted to the Council on September 24, 1952, and still applies to the situation as it <br />appears today. <br />The City Council recently requested the Engineering Department to make a further study toward <br />a possible solution of the drainage across Middlefield Road at Spruce Street. <br />We have made a thorough study of this area, and regret to advise that we have been unable <br />to arrive at a satisfactory and economical solution to the problem. <br />Both Spruce Street and Middlefield Road are laid to very flate grades..a nd there is not <br />sufficient fall across the intersection in either direction to all a culvert or siphon to - <br />operate satisfactorily. Even construction of an expensive underground storm drain for one <br />or two blocks in both directions from Middlefield Road would not materially reduce the <br />problem because there is no channel in which to deposit the water, so no advantage would be <br />gained be extending such a culvert. <br />It is our belief that any installation of a culvert or siphon across this intersection, with <br />catchbasins, would not justify the cost. Until a complete drainage system for this area <br />can'be developed and constructed., it may be necessary to control traffic in some manner so <br />as to prevent the present hazards during heavey storm water runoff periods. <br />This was followed by discussion as to where the water goes, possibility of rebuilding the street and <br />possible effect of the improvement of Spruce Street as a major city street. Councilman Britschgi <br />moved that the City Engineer to something to improve the situation, seconded by Councilman Granger <br />and carried. <br />RECOMMENDATIONS AND SUGGESTIONS, CITY COUNCIL AND DEPARTMENT HEADS: <br />Councilman Spillers wanted to know how the Tri -City Dumps was coming along. City Manager Rolison stated <br />that Allen & Associates report is in and they are going to have a meeting soon to work out a tentative <br />plan. <br />Councilman Britschgi asked the City Manager if he had followed through on the matter of the County cleaning <br />up the creeks. Mr. Rolison stated that he had phoned County Manager Stallings and it was Mr. Stallings <br />recommendation that the City adopt an ordinance and the County will also adopt a similar ordinance. <br />Councilman Britschgi moved that the City Attorney contact the District Attorney in an effort to draw up <br />a similar ordinance, seconded by Councilman Royer and report back in one week. Motion carried. <br />Councilman Britschgi spoke in regard to the $75,000 in the Capital Investment Fund that Councilman Granger <br />mentioned at the last Council meeting. He was of the opinion that a certain amount of this money was <br />earmarked for the Yacht Harbor. This was followed by a short discussion and no Council action was taken. <br />Councilman Britschgi asked the City Manager if any action had been taken in regard to trash cans that had <br />been requested at the last Council meeting. City Manager Rolison stated that he asked the City Engineer <br />to check into the matter. City Engineer Jain stated that where they have a trash problem then they <br />rotate the -cans from corners that were not necessary. Mr. Jain explained that the cans cost approxi- <br />mately #35.00. apiece. Mrs. Vera Eskin stated that she could not remember any letter asking for new <br />cans. She was of the opinion that all they asked was that the cans be painted both inside and outside. <br />Councilman Britschgi wanted to know if the City Manager took care of the auction problem that arose at the last <br />Council meeting. City Manager Rolison stated that he had turned the matter over to the City Clerk and the <br />City Tax Collector. <br />Councilman Granger wanted to know what became of the Sign Ordinance.
