<br />Redwood City Council
<br />June 18, 19560 8:00 P.M.
<br />Invocation was lead by Reverend Ralph A. Benson, North Fair Oaks Community Church.
<br />ON ROLL CALL the following were noted present: Councilmen Carl A. Britschgi, Floyd D. Granger, Sidney D.
<br />P" Herkner, Hiram S. Stout, Louis Weiss, Mayor William H. Royer and City Clerk R. S. Dodge. Also present
<br />ir.. were City Manager E. A. Rolison, City Attorney C. B. Currie, City Engineer Glenn M. Jain, Police Chief
<br />William Faulstich, Water Superintendent H. L. Winter, Assistant Water Superintendent Warren Mitchell,
<br />Fire.Chief J. L. Lodi, Building Inspector S. H. Kreiss, Fire Marshal George Asvos, Street Maintenance
<br />Superintendent Doyle Chester, Police Captain Theodore Moudakas, Assistant to City Manager L. A. Kimball,
<br />Police Officers George Bold and Forrest Nazworth, Assessor -Auditor John J. Brophy, Planning Commissioner
<br />Mitchell Webber and Account -Clerk Vivian Holmquist.
<br />The minutes of June 4 and June 11 were approved as mailed on motion of Councilman Britschgi, seconded by
<br />Councilman Herkner and carried.
<br />REPORT ON BID OPENING, INDUSTRIAL WAY. Discussion and Resolution. Bids received are summarized as follows:
<br />Oscar C. Holmes, Inc., Redwood City $98,213.50
<br />Douglass & Woodhouse, Redwood City 98,517.65
<br />S & Q Construction Co. South San Francisco 99,581.Q0
<br />Bauman Brothers, San Carlos 107,637.60
<br />The preliminary engineer's estimate, prepared in 1954, upon which basis the assessment was spread, was
<br />$793120.90. This engineer's estimate was not revised prior to taking bids because it would have required
<br />abandonment of the original assessment proceedings and commencement of new assessment proceedings to
<br />include the revised assessment.
<br />POO It will be necessary to secure approval of the State Highway Department before the contract can be awarded
<br />on this project. The Engineer's request to the State Highway Department has already been made, and their
<br />reply should be received before the Council meeting on June 25. At that time a decision should be made by
<br />the City Council as to whether the entire increase in costs will be covered by a re -assessment to the proper-
<br />ty owners. or whether additional gas tax funds shall be allocated to this project to cover a portion, or
<br />all of the increase in costs.
<br />It is suggested that the award of the contract be delayed until an approval has been received from the
<br />ti
<br />State Highway Department, and a study made by the City Attorney; the engineer who prepared the plans,
<br />specifications, estimates, and assessment spread, Mr. Edwin H. Smith; and the City Engineer's office, so
<br />that an analysis can be made of actual land acquisition and construction costs to determine any adjustments
<br />which must be make, and the method of financing.
<br />If State Highway Department approval is received, and a satisfactory method of financing the increased
<br />costs is determined, it will be the Engineer's recommendation that the low bid of Oscar C. Holmes, Inc.

<br />be accepted, and all other bids be rejected.
<br />Councilman Britschgi moved
<br />� hg approval of the City Manager's and City Engineer's recommendation, seconded
<br />by Councilman Stout who asked that this be carried on the agenda for one week. Councilman Britschgi
<br />changed his motion, based on the City Engineer's recommendation to the City Manager until all the infor-
<br />.., mation is given back to the Council by the City Engineer, City Attorney and City Manager, seconded by
<br />b.. Councilman Stout and carried.
<br />REPORT ON BID OPENING, BEECH STREET IMPROVEMENTS. The following bids were received:
<br />Bauman Brothers, San Carlos $15,667.15
<br />C. J. Wood, Inc., Redwood City 18,517.79
<br />Oscar C. Holmes, Inc. Redwood City 20,729.70
<br />The preliminary engineer's estimate on this project is $22,688.40 for contract items only. It is the
<br />recommendation of the City Engineer, concurred in by the City Manager, that the low bid of Bauman Brothers
