Councilman Granger stated that some weeks ago the Council took up the mater of Civilian Defense. He had a <br />copy of a letter he had submitted to the Council back in August or September of 1955. He asked <br />permission ro read the letter again and also consideration be made to having this letter made a part of <br />the minutes. <br />As your representative on the Council delegates to consider the matter of civil defense, <br />I wish to inform you that the Committee consisting of 0. E. V7endling, Adm. Asst., J. L. Lodi, <br />Fire Dept. Chief and myself, has made a thorough study of the needs and requirements of <br />civil defense, and the time it would require to put an adequate program into operation and <br />maintain it permanently in Redwood City. Following summarizes our findings: i.rll <br />Our major problems are recruitment, organizing, training and presentation of civil defense <br />problems and information to the public. An attempt has been made within the City departments <br />to reganize the procure the basic equipment needed for effivient operation in time of dis- <br />asteri, but due to lack of time available to devote to this project, it has not been accomp- <br />lished on the scale that is desireable. <br />Letters have been sent to the various PTA groups in the city. The majority have in- <br />dicated their willingness to cooperate. Other organizations also have expressed a desire ..J <br />to participate, and voiced the opinion that the city should establish a civil defense organ- <br />ization and appoint a co-ordinator. <br />Seven other cities on the peninsula from South San Francisco to Palo Alto have been <br />contacted. We find that their civil defense programs are handled similarly to ours and are <br />generally in the same condition. It was the consensus of opinion that either a full time or <br />part time co-ordinator is necessary to do an adequate job. <br />We are of the opinion that a part time coordinator to recurit volunteer help and round <br />out a complete program would be sufficient for Redwood City. A pert temeposition such as this <br />would cost about $2000 a year plus some travel expense and office supplies. A total of <br />$2500 should handle all expenses. <br />White we do not believe an enemy attack is imminent, we are of the opinion that in <br />view of the many major catastrophies occurring in various sections of the country, this area <br />should be prepared as far as possible to cope with any unusual circumstances requiring the <br />mobilizing and evacuating of large bodies of the population. <br />As your representative delegated to investigate the matter of civil defense, I feel <br />it my duty to alert the members of the council to the necessity of organizing a civil defense <br />corps. in Redwood City, to prepare,for any eventuallity, and to appropriate the sum recommend- <br />ed by our committee, namely $2500 in the budget for the year 1955-56. <br />Yours very truly, <br />Floyd D. Granger, Chairman <br />Civil Defense Committee <br />Councilman Spillers moved that this letter be made part of the minutes, seconded by Councilman <br />Britschgi and carried. <br />Councilman Britschgi stated that the Building Inspector did not have any authority to hold up the building <br />permit of Dale Stuart. He wondered if the City Attorney could draw up some change to the ordinance <br />whereby the City, if they found some differences, could have the Building Inspector hold up the <br />issuing of a building permit. City Attorney Currie was of opinion that the Council would be breaking <br />down the Zoning Ordinance 100%e His suggestion is that the Council should value requests for <br />rezoning and consider the worst possible thing that could happen to the property if rezoned. The <br />City Attorney will talk the matter over with Councilman Britschgi. <br />Councilman Britschgi reported that the State Highway was going to let out their bids for the overpasses <br />and completion of the Bayshore. He was of the opinion that the City is going to find that all the <br />traffic is going to be dumped on Broadway. Councilman Britschgi was of the opinion that they should <br />contact the State and tell them that the City has plan lines set on Spruce Street and ask that they <br />use this street. He was of the opinion that the City should go on record with the State to take care <br />of Spruce Street. .� <br />Councilman Britschgi moved that the City go on record and the City Attorney be instructed to prepare mad <br />a Resolution to connect Spruce Street from Bayshore to Highway 107 (5 Points), seconded by Councilman <br />Weiss and carried. The Mayor appointed Councilman Britschgi as a one man committee to work on this ,matter. <br />Councilman Spillers moved that the meeting be adjourned, seconded by Councilman Britschgi and carried. <br />Meeting adjourned, 11:32 P.
