<br />convert use for help in the Park Department, and the Council was now trying to make use of the building.
<br />Councilman Stout spoke about the possibility of sometime in the future of the City Hall being moved
<br />in the vicinity of the Recreation Center. Councilman Weiss stated that he agreed with the thinking of
<br />Cuuncilmman Stout and he was of the opinion that the Council should start planning now for Caypital
<br />Improvements for future building of the new Civic Center. Councilman Granger spoke in regard,to
<br />segrating the furnances connected to the City Hall and the Library.

<br />Ergo, representing Mrr. Stuart, reported on the bak history of this property and the previous rezoning.
<br />He further explained the work and expense Mr. Stuart has out into this property already. Mx. Stuart
<br />intends to build a 31 Lunt apartment with a swimming pool. 163' of the property in question is
<br />adjacent to coru:nercial property on Woodside Road. nor. Dell Ergo stated that if this property is
<br />rezoned back to R-2 then these apartment units will not be built even though the building permit
<br />has been granted. Mr. Stuart can not carry on with his present plans if this property is rezoned
<br />back to R-2 because his insurance rate would not be equitable. This was followed by discussion in
<br />regard to how many units had originally been planned.
<br />fir. Aubrey Fairfax, attorney representing 26 out of 28 property owners on Union Avenue, spoke in
<br />favor of the Planning Co-wai.ssion's recommendation to .rezone the property back to R-2. He stated
<br />that the Council was right in sending this matter back to the Planning Commission and he felt
<br />own

<br />sure that the Planning Commission € ave considerable consideration to the drainage problem, traffic
<br />j
<br />situation and hazards to the children. He stated further that Vis. Stuart had a permit to go ahead
<br />and he could not see where he would have any right to further consideration. Mr. Fairfax stated
<br />that after the expenses mentioned by ?x. Dell Ergo are deducted from the X150,000.00 there won't be
<br />too much money left to build the best type of construction for the 31 unit apartment.

<br />Mr. Carl. Wood, X45 Redwood Avenue, turned in a pettion with approx7-mately 100 signatures from WAA
<br />people all over sections of Redwood City urging the Council to reject the Planning Commission's
<br />recommendation to rezone this propertyback to R-2. 8ouncilman !A.eiss read the following prepared
<br />statement:
<br />Because of the peculiar circumstances surrounding the instant question, I do not
<br />believe it out of place to restate that it is a well_ r erognized pri nciple that final
<br />responsibility for all. planning, zoning, etc. rests with the council; that in the
