<br />Priority #1 project. Councilman Granger stated the Council had agreed Tinanimously that if the nec-
<br />essary funds were expended, necessary steps would be taken to replace the amount, either by adding
<br />5N to the tax rate or by other means. Councilman Gran?er then mored that the Council and City
<br />R?anager replace the funds expended on Yacht Harbor project by adding, 5� to the tax rate .or by other
<br />means, seconded by Councilman Britschgi. Councilman '+7eiss called attention to the fact that all had
<br />agreed upon the 5,4 but were not as yet unanimous as to the expenditure of funds on the Yacht Harebr.

<br />Councilman Stout commented on the -fart that the Park & Recreation Coimnission had been working on a plan
<br />for the Yacht Harbor for several years and were looking forward to the development of the area. The
<br />woo
<br />present activity was the first promising step taken during the long period of planning, and he hoped
<br />the grogram will continue by putting in piling, floats and walknvays, in fact that the entire area
<br />be made into a first class recreation ar?a. He hoped that a master -)Ian could be worked out s;; that
<br />the Council co�zld plan from year to year and at what approximate cost.
<br />Councilman Spillers was of the opinion that the bid of Oscar Holmes was a good solid bid, and he thought
<br />further delay would re3ult iii grater cost. He then moved acceptance of Oscar Holmes bid for the
<br />construction of the levee at, the luw bid of -;?3,560 subject to the letting of the dreding cwiluract,
<br />seconded by Councilmun Britschgi. Assistant City Attorney Lebsack advised that the time limit
<br />Reverningr the levee cor.strieti_on of thirty days had expired, ,and that ?:s. Holmes could withdraw his
<br />bid if he so desired. The bid for dred.gi n; , hon"Tever was still good i.nnsmuch as the plans and specs
<br />allowed for a 60 dao time liinit. Councilman 1�'reizs, in answer to Councilman: Britschgi's question as
<br />to his interest in the development of the Yacht harbor and progress in Redwood City, stated he was .war
<br />definitely interested, but wanted to be sure if there were other problems more necessary before
<br />expending the greater part of the available ^apical project funds. He named a few important projects
<br />which would necessaryily have to be de(, -1 dei? in the future, s zeh as ez:tensiu� of Snruca Street to
<br />connect with Bayshore Cloverleaf; Land Use plan; traffic study; and others. If he ca.n he -assured
<br />the carrying out of the Yacht ?iari:;or project will not, jeoparlice the future program, he wi.l.l be
<br />heartily in favor of the elan. Mayor Royer stated that each Councilman "Fould have to make op his own
<br />mind -and that the Council as a whale should not be held responsible for any acticn taken b,,T any
<br />individual Councilman. Councilman 7eiss stated further that he and been classed as a newcomer on
<br />the Council, and that as such he was seeking,, the advice of the Councimen who had served for long
<br />Periods of time. Councilmen Granger, Spillers and Stout again expressed themselves as favoring the
