"Te have reviewed the history of the sidew-71: pr.ohlem at the northwest corner of Main
Street adjacent to property owned by the Russ Denney Auto Sales and Service.
The followinc; is an excerpt from City Council minutes of Anril 11, 195: "T,1Ir. Russ
Denney appeared before the Council appealing for final inspection which will clear uti.1_i.ties
LW hazardous condition and Yr. Denny receiv::d a notice to repair the sidewalk. Since it
wasn't done at that time, it should be done now according to the ordirrancc. _^.fter dis-
cussion as to whether or not it is practical to erect a sidewalk at that location =t this
time, Councilman Cranger moved that Mr. Denny be allowed to construct a sidewalk in the
kh.r It was our understanding at this Council meeting that Tdr. Denney was to install new
full width sidewalks between _the curb and property line on both Plain Street and Elm. Street
adjacent to the showroom buildirir, then under construction at this corner, and that the rest
of the sidewalk on Elan Street extending to Lathrop Street woule be completed at such time as
further development or improvement of this street was made, or vrhrnever the condition of the
sidewalks indicated a hazard to pedestrians. The above Council minutes indicate that Mr.
Denney was to take steps to eliminate the then ha^ardous cc•nditton of the side, lralk mn Flr
