I consider the matter of sufficient import and believe it merits a thorough exploration and determination with a view to the establishment of a definite policy that will apply not only to the instant case, but equally to all cases of a similar nature. I feel that we should take this matter under advisement, -give it a thorough examination at a study mtieeting. Councilman Weiss moved that this matter be carried on the agenda until such time, say one month, as_they can establish a uniform policy applicable to this and future cases, seconded by Councilman Stout. This was followed by a lengtby discussion which was almost a repeat of the previous discussion in regard to set back lines, and dedication of 101 strip for future street widening. The motion lost on roll call with Councilmen Granger, Herkner, SpillQrs and Mayor Royer voting NO. Councilman Granger moved that the minutes of this topic be referred to the Planning Commission so that they might study and bring in a recommendation toward the establishment of a policy so that the Council may have something to go by on this and all similar matters, seconded by Councilman Herkner. Councilman Weiss stated that he did not see that the Planning Commission should set the policy for the Council to follow, if arything, it should be the other way around. The Mayor said that the Planning Commission was not being asked to set a policy, but they were merely asked to make a recommendation on policy matters. The motion carried. Webber, Lot 49 Carmelita Manor, wherein he stated that if said improvements are made to Hilltop Drive, without first tak- ing care of the run-off waters from Eaton Avenue, his house will be setting in a lake if the b ad floods of last winter and several winters prior to that are repeated. We Webber also stated in his letter that some of the residents along Hilltop Drive enjoy the rural atmosphere and should they be forced to accept the 51 sidewalks they will no longer have a rural setting. Mrs. Gwendolyn Fitzpatrick (112 Hilltop Drive) protested this action on the basis of previous assessment for street improvements in 1939. She further stated in her letter that the City itself surfaced this street and a ssessed the property owners for it# with the understanding that the City would maintain it. The Mayor asked that Engineer Moen answer the questions as they came up in the letters. Mr. Moen stated that the engineers have considered all these problems and have tried to establish a grade to fit the exist- ing yard as close as possible. Mr. Webber stated that he was against sidewalks in this area and he did not believe that this street was going to do his drainage any good and will probably do away with his natural drainage. Sawyer, 102 Hilltop Drive, wherein she stated that she protested the plans for the elaborate street improvement of Hilltop Drive between Eaton Avenue and Alameda de las Pulgas. She feels that assessment for the street would be much greater than the increase in the value of her property. Mrs. Sawyer further stated in her letter that she agress that some improvement could and should be made on the Alameda de las Pulgas end of Hilltop Drive. The lower and of the street has served
