adequately during the fifteen years she has lived there. Although the City considers the present <br />street substandard and has not made any provisions for its maintenance, the surfaced portio of the <br />street has been and still is satisfactory. <br />Mr. John W. McCune, 354 Eaton Avenues was in favor of the street improvements on Hilltop Drive but <br />with reservations. (1) If costs of $32.00 per square foot for complete improvement of comparison <br />to other presently completed streets, we therefore cancel installation of sidewalks; (2) Our own private <br />problem is water drainage which involves Eaton Avenue (at and above junction of Francis Lane and <br />Eaton Avenue) due to a low spot in the street at this point which causes water to cross and come down <br />the so called.ditch on our side of Eaton Avenue. No 18" water storm trap sewer will suffice; (3) <br />The past four years the main sewer and water main pressure have proved inadequate for residents of <br />Eaton Avenue and Hilltop Drive. <br />Now - <br />Mr. Moen stated that the estimated cost was $16.00 a front foot on each side of the street and the <br />plans do not call for any additional water mains. Councilman Spillers moved that the public hearing <br />be closed, seconded by Councilman Britschgi. This was followed by discussion. Councilman Stout <br />raised the question of suitable water mains to take care of the fire and water situation. Water <br />Superintendent H. L. Winter stated that there was a 4" water line on Eaton and that there were fire <br />hydrants in the area. The City has three hydrants in the area, one on Eaton and Alameda, another at <br />Eaton and Hilltop and the third at Eaton and Eaton Villa Place. Fire Chief Lodi stated that he had <br />looked into the situation and he was satisfied to a degree, however, the lines are a little long (7001). <br />The City could possibly get by by making use of the fire hydrants belonging to the California Water <br />Service. This was followed by discussion in regard to proper water mains to take care of the water <br />and fire needs, percentage of property owners who signed the petition for improvements, and the <br />approximate cost of enlar enin the water line to 6". The motion to close the <br />g g public hearing carried.. <br />Councilman Spillers offered RESOLUTION 2072 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND NECESSITY, <br />HILLTOP DRIVE IMPROVEMENTS, and moved its adoption, seconded by Councilman Britschgi. Councilman <br />Granger asked that the Engineers check the property at the corner of Eaton Avenue and Alameda de las <br />Pulgas. Mr. Eskelin stated that there is no way in which the engineers could stop the water coming <br />down the hill and crossing the street and running doom the hill in front of Mr. Webber's property. <br />The street will be apprcocimately 11" higher than Mr. McCune's property. No water from Hilltop will <br />reach Mr. Webberts property. Mr. Webber asked if the city put a barrier up and caused the water to <br />flod his property could the City be held responsible. City Attorney Currie stated that the City could <br />be held responsbile if they put up a barrier, The motion carried on roll call. <br />-Councilman Spillers offered RESOLUTION 2073 APPROVING THE PLANS AS SET FORTH BY THE ENGINEERS, HILLTOP <br />DRIVE IMPROVEMENTS, and moved its adoption, seconded by Councilman Granger and carried on roll call. <br />Councilman Herkner offered RESOLUTION 2074 BEIM THE RESOLUTION OF INTENTION TO CONSTRUCT IMPROVEMENTS, <br />.� <br />HILLTOP DRIVE, and moved its adoption, seconded by Councilman Stout"and carried on roll call. The <br />public hearing will be August 27th. <br />RESOLUTION 2075 FIXING THE MINIMUM WAGE SCALE AS SET FORTH IN THE PLANS AND SPECIFICATIONS, HILLTOP <br />DRIVE IMPROVEMENTS, was offered by Councilman Britschgi who moved its adoption, seconded by Council- <br />man Spillers and carried on roll .call. <br />..ei <br />Councilman Stout offered RESOLUTION 2076 ORDERING THE CALL FOR BIDS, HILLTOP DRIVE IMPROVEMENTS, and <br />moved its adoption, seconded by Councilman Herkner and carried on roll call. <br />PUBLIC HEARING, PROPOSED OFFICIAL PLAN LINES FOR FUTURE STREET OPENING THROUGH LOTS 17, 18 & 19, VALOTA PARK <br />BETWEEN VALOTA ROAD AND THE END CF KANSAS STREET. The Clerk read the letter submitted by the Plann- <br />ing Commission and also a letter from Mr. James F.
