�� Q - <br />248 - <br />Minutes of the Regular Adjourned Meeting <br />Redwood City Council <br />August 13, 1956, 8:00 P. M. <br />Invocation was lead by Reverend Wilbur C. Westerdahl, Minister Peninsula Covenant Church, <br />ON ROLL CALL the following were noted present: Councilman Carl A. Britschgi, Floyd D. Granger, Sidney <br />D. Herkner, Robert V. Spillers, Hiram S. Stout, Louis Weiss, Mayor William H. Royer and City Clerk <br />R. S. Dodge. Also present were City Manager E. A. Rolison, City Engineer Glenn M. Jain, City Attorney <br />Co Be Currie, Water Superintendent H. L. Winter, Assistant Fire Chief Willis Leslie, Engineer Associate <br />Arthur U. Eskelin, Police Captain Theodore Moudakas, Head Librarian Muriel Merman, Library Boardmember <br />N. C. Cummings, Assistant Water Superintendent Warren Mitchell, Building Inspector S. H. Kreiss, Assist- <br />ant to City Manager L. A. Kimball, Assessor -Auditor John J. Brophy, Police Captain William Faulstich, <br />Account -Clerk Vivian Holmquist and Planning Commissioners Greenwold, MacDonald, Sjoberg and Rambo. <br />Councilman Granger spoke about an editorial in the local paper. Councilman Granger took exception to the <br />article and stated that he has not done anything but the best that he could for the people in the City. <br />Councilman Spillers stated that this applied to him also. The Mayor announced that he was sure that <br />Councilman Granger's statement applied to the whole Council. <br />PUBLIC HEARING, CONTINUATION OF HEARING ON PROPOSED OFFICIAL PLAN LINES FOR FUTURE STREET THROUGH LOTS <br />17 to 19, VALOTA PARK, BETWEEN VALOTA ROAD AND THE END OF KANSAS STREET. The Clerk read a letter <br />submitted by Renato, Elisa and Beatrice Bianchi and Renata and Guido Guidi, owners of 22 acres of land <br />on Valota Road, comprising a portion <br />of Lot 19, Valota Park. Their <br />letter asked the <br />Council to accept <br />this communication as the approval of <br />all the undersigned regarding <br />the development <br />of any and all <br />streets effecting their parcel of land. Robert Dell'Ergo, representing Mr. Knecht and Mr. Battaglia, <br />spoke against the proposed plan lines. Mr. Dell'Ergo spoke at some length on the problem of the <br />cul de sac, the dead"end spur -which wbuld exist between Knecht's property and the cul de sac, the <br />location of Mr. Knecht's greenhouses and the cost which would be involved if they had to be moved <br />or purchased and finally of the situation wherein Mr. Battaglia has built a $17,000 home which is in <br />the center of the proposed plan lines. On the basis of the new plans and because the present plan <br />lines are not realistic, Mr. Dell'Ergo asked that the plan lines for any section of the south side <br />not be accepted. <br />Robert Kilcline, property owner on Virginai Avenue whose lot would be made a corner lot if one of the <br />new proposed plans is adopted, spoke against the extension of Virginia Avenue. Mr. Stuart, owner of <br />Lot 6, Kansas Tract, spoke in favor of Kansas Street being extened through to Valota Road. Mr. <br />Greenwold explained the thinking of the Planning Commission. This was followed by a very lengthy <br />discussion. Councilman Weiss moved that the public hearing be closed, seconded by Councilman Stout <br />and carried. <br />Councilman Britschgi moved that the plan lines, as submitted, be denied, seconded by Councilman <br />Spillers and carried. Councilman Stout moved that this matter be referred back to the Planning <br />Commission along with the other plans that were submitted tonight for possible solution, seconded by <br />Councilman Weiss and carried. <br />CITY MANAGER REPORT ON REVIEW OF ITEMS REFERRED TO IN COUNCILMAN WEISS'S LETTER OF AUGUST 6th AND A REVIEW <br />OF ITEMS LISTED AS "INCOMPLETE". Councilman Spillers moved that the letters be made a part of the minutes, <br />seconded by Councilman Britschgi. Councilman Weiss amended the motion that the subject involved is <br />of sufficient importance that these letters should not be made just a part of the minutes without <br />being read to the public. The Mayor should set a special meeting for the expiration of his letter <br />and the City Manager's letter. This was followed by discussion in regard to a special meeting or a <br />study meeting. Councilman Weiss withdrew his amendment.
