E <br />25-1) <br />We respectfully suggest that Block 17, Valota Park, could be better developed by means <br />of cul-de-sac, rather than forcing a new street upon established residents of the area." <br />Mr. Kilkline stated the proposed subdivision and street opening had been approved by the Planning Commission <br />over protests and without a regular public hearing. He strongly urged for himself and his neighbors that <br />another solution be worked out which would be acceptable to all concerned. City Attorney stated that the <br />Council could turn the matter back to the Planning Commission without approval of the variances whereby <br />lots 11 and 12 would be reduced to 47' frontage. In answer to Councilman Weiss inquiry, City Attorney <br />stated that the tentative map was sent to the council in the first place on account of the variance involved. <br />If the Council turns down the variances, the tentative map is still in effect. He suggests that the Council <br />make known their thoughts to the Planning Commission. <br />Councilman Spillers voiced his opinion as did Councilman Weiss, that a cul-de-sac would not hurt the people <br />on Virginia, and could be worked out to the satisfaction of the subdivider. Then followed a lengthy <br />discussion as to the wisdom of allowing cul-de-sacs and their possible influence on future insurance rates. <br />Chief Lodi stated his opinion that cul-de-sacs were not satisfactory from a fire -fighting standpoint, and <br />that they definitely would be considered by the Board of Fire Underwriters. <br />The possibility of a wider pavement and proportionately greater turnaround was next discussed. Civil <br />Engineer Randlett stated his opinion that something along these lines could be worked out, although this <br />would result in additional cost to the subdivider. Original suggestion to increase width from 34 to 44 feet <br />was compromised to 40 foot width. <br />Councilman Weiss moved that the matter be turned back to the Planning Commission approving the development <br />on the basis of a cul-de-sac providing greater width for better ingress and egress and more turn -around <br />space. Councilman Stout seconded this motion providing this is possible engineer -wise. Civil Engineer <br />Randlett thought the matter might be worked out poviding there were no loss in the number of lots. Motion <br />carried. <br />BID ON WATER AND SEWER CONTRACT - HIGHLANDS TERRITORY NO. 1. City Engineer Jain reported back after checking <br />bids and announced that the bid of E. T. Haas Co. at $182,485.25 was the best bid. Councilman Spillers <br />offered RESOLUTION N0. 2086s AWARDING CCNTRACT TO E. T. HAAS CO. AND moved adoption,seconded by Councilman <br />Weiss and carried on roll call, Councilman Britschgi and Granger noted absent. City Engineer Jain s tated <br />time as covered by contract would be 120 working days. Councilman Spi,11ers inquired if there could be an <br />arrangement whereby property owners could secure a building permit in advance of the completion of sewer and <br />water installation. This would give them the opportunity to commence building now instead of waiting until <br />after the first of the year. City Engineer Jain stated that permits should not be issured until after con- <br />tract is signedg also it should be understood that sewer and water lines were not under the supervision of <br />the City until accepted from the contractor. City could not, therefore, allow services until job is competed <br />and accepted. Councilman Spillers moved that permits be granted to those who wished to start construction <br />after contract is signed, no sewer or water service to be allowed until after competion of job. Motion <br />2nd by Councilman Weiss. Building Inspector Kreiss called attention to the lack of street grades which could <br />not be established until such time as the people petition for street improvem6nts, and the requirement of <br />lot survey. City Engineer will assist people insofar as possible to establish a satisfactory grade. Motion <br />carried. <br />DIVISION CF HIGHWAYS RE MOPOSED TRAFFIC SIGNAL AT INTERSECTION OF MOODISDE ROAD, MASSACHUSETTS AND SAN CARLOS <br />AVENUE. Due to increased traffic at this location, signal system is now warranted. Division is now <br />ready to proceed with contract plans and specification for installation of two-phase signal with "Walk - <br />wait" indications. Cost to City would be one quarter or $4,750.00. If the City wishes to use Major City <br />Street funds, project statement should be submitted. Councilman Spillers moved matter be referred to Ci'.y <br />Manager with Council approval, gas tax funds to be used. Motion seconded by Councilman Stout. City <br />i <br />
