This was not considered a rush job so they did not hurry and took care of <br />more important matters which neeed immediate attention. He further stated that this was a cash job and <br />would be paid out of the Sewer Rental Fund. Councilman Weiss wanted to know what cauded the necessity for <br />the,project in question -and by chance did the necessity arise because of the increasing loads created by <br />by subdivisions in the Sterling and Farm Hills Area. Mr. Jain stated that this was covered by a part of <br />Mr. Adamson's 1950 plans for interceptor sewers. He further stated that this would relieve some of the <br />Kentfield-ftlm-etc. area. Councilman Britschgi moved, seconded by Councilman Weiss, that the City Engineer's <br />recommendation to accept the low bid of Oakland Sewer Construction Company and that all other bids be <br />rejected by approved. The motion carried. <br />CITY MANAGER REPORT REGARDING COLLECTION OF CITY TAX?S BY THE COUNTY. Councilman Granger moved that this be <br />carried on the agenda for one week to give the Council a chance to read,the report, the press to be furnished <br />with a copy of the report, seconded by Councilman Weiss and carried. <br />CITY ENGINEER REPORT ON OPENING OF PIEDMONT WAY TO ALLOW TEMPORARY ACCESS TO PARCELS. City Engineer Jain <br />reported verbally stating that they plan to open up the street by running a blade over it. Councilman Weiss <br />requested inofrmation as to who initiated this project, who the property owners involved are, why they <br />were not presented by proper petition for necessary improvements by the formation of appropriate assessment <br />district, and would the city be rrimbureed for any expenditure on this proposed temporary development <br />project in anticipation of a future final development. City Engineer Jain reported that it would cost <br />about $300 or $400s there were two people who requested help by the City to enable them to secure the <br />proper financing, and there will be approximately 16 parcels facing on the street. He further stated that <br />a petition was being circulated. Councilman Weiss wanted to know if this could be charged to the people on <br />their assessment when it is passed upon. Both Mr. Jain and Mr. Lebsack said no. This was followed by <br />discussion. <br />Councilman Weiss moved that this work be held in abeyance until such time as the petition is received for <br />full improvements. Councilman Herkner stated that he did not want to go that far, he only wanted to see that <br />the cost for the equipment and the labor was paid. Councilman Weiss changed the motion so that the City <br />Engineer would proceed with the work on the condition that the property owners pay for the work, seconded by <br />Councilman Herkner. Mr. Jain ­was of the opinion that it would be difficult to collect inasmuch as there <br />were only two property owners involved, and most of the owners lived outside the city. This was followed <br />by discussion after which the motion lost on roll call with Councilxhan Britschgi, Granger and Mayor Royer <br />voting No and Councilmen Spillers and Stout being noted absent. City Engineer will proceed with the work <br />and will do the best he can without incurring too great an expense. <br />Councilman Weiss asked that the Assessor furnish a last of the property owners involved and their addresses. <br />Councilman Britschgi stated that most of the department heads are overburdened with work and he was of the <br />opinion that Councilman Weiss could do the work himself since he was retired. This was followed by discussion <br />and no further action was taken. <br />PERSONAL APPEARANCE, D. J. KNUDSEN, MATER CONNECTION LOT ?, BLOCK 509, HIGHLANDS OF EMERALD LAKE. Air. Knudsen <br />stated that he has owned this property for 10 years. The property is located at Jefferson Avenue and <br />Iffillmington Way. Mr. Knudsen stated that he has four children and he wants to build on his property and <br />get some sunshine for his children. This was followed by a lengthy discussion in regard to the Council's <br />policy concerning water connections in Emerald Lake, !hater Superintendent's statement that there would not <br />be any grave effect on the water line and his reminder to the Council that they have not allowed other <br />water connections in Emerald Lake. Mr. Winter referred in particular to the matter of Mr. Hunt a month ago. <br />Councilman Granger was of the opinion that as long as this would not effect any of the water connections by <br />al -lowing this water connection that that the permit could be granted. Based on this statement, Councilman <br />
