CITY ATTORNEY REPORT ON SIGN ORDINANCE. City Attorney reported that this ordinance had been discussed by <br />Assistant City Attorney Lebsack and Councilman Royer and it has been impossible to get all the people <br />together to agree on what they want in the ordinance. Councilman Royer stated that Mr. Lebsack had told <br />him that he just did not have time to work on the ordinance. Mayor Herkner suggested that the Council <br />sit down with a few of the people interested in this matter and attempt to draw up the ordinance. The <br />Mayor set this for a study meeting, date and time to be announced. <br />INTRODUCE ORDINANCE RELATING TO CLASSIFICATION "FIRE DEPARTMENT ELECTRICIAN". Councilman Granger offered ..ter <br />introduction of the ordiance, seconded by Councilman Royer and carried on roll call. <br />RESOLUTION ESTABLISHING NO PARKING ZONES MAIN STREET NEAR CHESTNUT STREET. Councilman Granger offered <br />RESOLUTION 1965 ESTABLISHING "NO PARKING"' ZONE ON PORTIONS OF MAIN STREET NEAR CHESTNUT STREET and <br />moved its adoption, seconded by Councilman Britschgi and carried on roll call. Councilman Spillers <br />being noted absent. <br />CITY ENGINEER RECOMMENDED ACCEPTANCE OF SVMSON COMPANY CHANNEL IMPROVEMENT SUBJECT TO CORRECTION of any <br />defects in materials and workmanship which might appear within one year from date of acceptance. <br />Councilman Royer moved acceptance of the project, seconded by Councilman Grange and carried. <br />GLENFAIR SUBDIVISION, FINAL MAP. City Engineer submitted the following report which was read by the Clerk: <br />The Final Map of Glenfair Subdivision, an 8 -lot subdivision at the southerly end of Roble <br />Avenue, has been completed. A satisfactory performance bond, improvement agreement, plans, <br />specifications and other documents required by the subdivision ordinance,have been furnished <br />the City. Apparently through an oversight, there has been no official action by the City <br />Council, approving this Final Map. <br />On June 28 and July 5, 1955, the Redwood City Planning Commission and the City Council <br />approved this map subject to various conditions, including the requirement that a cash <br />contribution of $200 per lot be made to the City to apply toward a future storm drainage <br />system. On July 25 we recommended that approval of this map be withheld until a satis- <br />factory drainage system had been developed, in lieu of the $200 per lot -deposit, based <br />upon the fact that overall drainage system in this area had been requested, or could be <br />anticipated for several years, and it would not seem justified to hold ach deposits for <br />an indefinite period unless a drainage system would be constructed in the foreseeable future. <br />The City Council ordered the City Engineer to withhold his signature on the Final Map <br />until drainage was satisfactorily provided. On August 1, this was again discussed by the <br />City Council, and the matter held over for one week for further study by a committee. <br />The only motion made at that meeting was that the City agree to pay 75% of the cost of <br />a water main Roble Avenue, extending to Carlos Avenue, and requiring that the subdivider <br />install necessary drainage facilities before this water line is installed. <br />A meeting of City representatives and the subdivider's representatives was held August <br />10, at which time it was decided that a reasonable number of properly constructed dry <br />wells would probably be satisfactory until such time as a permanent underground storm <br />sewer system is installed in the area. It was decided to require three dry wells, each a <br />minimum of 45 feet in depth, with an overflow drain to serve during peak storm periods. <br />We were later advised that the overflow facilities were objected to by the owner of <br />adjacent property, so the subdivider agreed to install an additional two dry wells, <br />making a total of five. <br />Inasmuch as this seems to be a reasonable solution for all but extreme flood conditions, <br />pending installation of a complete storm drainage system in the area, and to allow the <br />subdivider to make reasonable use of the property, we would recommend that the City <br />Council now approve this Final Map subject to the following conditions: <br />1. Subdivider to install five (5) dry wells, properly interconnected, and <br />as shown on plans and specifications. <br />2. City to waive the previous $200 per lot requirement for future storm drainage .�..r <br />facilities. <br />It should be of record that this is not to establish a precedent for any <br />future subdivisions, where it can be reasonably expected that storm <br />drainage facilities would be installed within the foreseeable future. <br />It should also be understood and noted of record that the future o,, -hers WON <br />of property in this subdivision will be subject to assessment for their <br />share of any future assessments for permanent storm drainage system in WON* <br />this area, and that this temporary installation will not relieve them of <br />any such obligation. <br />Councilman Britschgi stated that he could not understand the reasoning of the dry wells especially <br />after the City Engineer declared they had no value in the Kentfield, Palm, etc. district. City Engineer <br />Jain stated that during the last storm this property did not create a water drainage problem to the <br />area.
