ago, permission was given by the City Council to construct a temporary drainage <br />ditch around the property until the dredging was coempleted. It is our recollection, <br />however., that the owner was obligated to provide drainage facilities through his <br />property at such time as it was developed. The present temporary ditch is approx— <br />imately 4..000 feet in length, laid at Zero grade, and cannot under the conditions <br />be considered an adequate drainage channel. It has not been properly maintained <br />by the owner and was constructed entirely on private property. No easements have <br />been granted to the City, so the City has no jurisdictions over the maintenance and <br />operation of this channel, <br />It is our recommendation that Mr. Blomquist be given permission to construct <br />a sanitary sewer across his property to connect into the existing Bayshore <br />interceptor sewer prior to approval of any subdivision map in this area. The reason W++ <br />for this recommendation is so that Mr. Blomquist nay relocate the Blomquist 011 <br />Company facilities to make room for the new Bayshore Freeway. <br />It is.our further recommendation, based upon present available information, <br />that the entire area be filled to an elevation of at least one foot above highest <br />estimated tide level, and the streets also be constructed to this minimum elevation, <br />to protect all future purchasers of property in the area. You will recall that <br />this was the requirement established approximately two years ago for other industrial <br />property north of the Bayshore Highways <br />Respectfully submitted., <br />Glenn M. Jain City Engineer <br />Gentlemens <br />At the last regular meeting of your Planning Commissions August 2$, <br />1956s, regarding L.. Brian's application, of Tentative Subdivision Map for Blomquist <br />Industrial Tract, north of new proposed Bayshore Highway and west of Harbor <br />Boulevard, it was approved subject to x <br />1. Drainage be subject to Engineer's approval. <br />2. Ornamental electroliers be installed on Blomquist Street. <br />3. Poles and overhead utilities be at least 200' frau Blomquist Street. <br />6 All of Blomquist Street be included in the Subdivision boundary. <br />Unanimously approved. <br />Very truly yours, <br />MITCHELL TWBER, Secretary <br />By D. T. Conrow <br />Mayor Royer asked if they had asked for a subdivision map. Mr. Jain stated that tentative map only <br />had been considered. Councilman Britschgi was in favor of City Engineer Jain's recommendation and he <br />r <br />suggested that the recommendation in regard to permission to tie into the existing Bayshore inter— <br />ceptor sewer should be passed on tonight and take up the other recommendation later after they study <br />the matter further. Councilman Stout was of the opinion that the Planning Commission should keep in <br />mind the entire property. Councilman Weiss stated that the report was rather comprehensive and he <br />feels that these things should be investigated very thoroughly before any action is taken. He also <br />feels that they should give this matter a complete exploration. <br />Councilman Britschgi moved approval of the City Engineer's recommendation that Mr. Blomquist be given <br />permission to construct a sanitary sewer across his property to connect into the existing Bayshors <br />interceptor sewer prior to approval of any subdivision map in this,a rea, seconded by Councilman Weiss <br />who added that this be done at their on expense. The motion carried. <br />Councilman Weiss moved that a Coanittee be set up and a conference be set up with the property owners, <br />the Committee to consist of members of the Council and Planning Commission and interested Department <br />Heads, seconded by Councilman Britschgi and carried. <br />DIVISION OF HIGHWAYS REQUEST CANCELLATION OF TAXES, FREETAY PROPERTY. Councilman Granger moved approval <br />of the request for cancellation of taxes, seconded by Councilman Stout and carried. <br />AUTHORIZED CONSENT TO ANNEXATION LANDS OF FINLEY TO CITY OF MENLO PARK. The Clerk stated that the <br />property is several miles from the City boundaries. This notification is required by the giverrmment <br />code and that the City give its consent.
