281
114T!" G._JUCE ORDINANCE REZONING PORTION OF LOT 7 BLOCK F, WOODSIDE ACRES MAP NO. 1, FROM R-3 DISTRICT TO R-2
DISTRICT. The Mayor announced that Mr. Stuart had submitted a letter which would be taken up at the next
Council meeting and would be considered as an appeal. Councilman Stout offered introduction of the
ordinance, seconded by Councilman Weiss. Councilman Granger asked if the Council could consider Yr. Stuart's
letter as an appeal because of the Council action taken at the September 11th meeting. Mayor Royer stated
rpm that it is not to be considered as an appeal, that he -was calling attention to the letter which was
received after the agenda had been completed. The motion carried.
APPROVAL OF ASSESSMENT DIAGRAM, HIGHLANDS TERRITORY NO. 4 SEVER IMPROVEMENTS. The assessment diagram was
presented and it was mentioned that this is the property in back of the Hospital. City Engineer Jain
recommended approval of this map. City Attorney Costello stated that he had a resolution which had!been
prepared by the former City Attorney who was still acting as attorney on this improvement procedure.
Councilman Britschgi offered RESOLUTION 2103 APPROVING ASSESSMENT DIAGRAM, HIGHLANDS TERRITORY NO. 4 SE1M
(CIRCLE ROAD TO NORTHERLY CITY LIMITS) and moved its adoption, seconded by Councilman Herkner and carried
on roll call, Councilman Spillers being noted absent.
MISS DOROTHY ROBERTS and one of her pupils presented trophy J43. This was for first place marching unit at
the Napa Fair and it was also the highest points they had ever received, 95• Mayor Royer accepted the
;trophy on behalf of the Recreation Commission.
CITY ENGINEER RECOMMENDED ACCEPTANCE SOFTBALL FIELD LIGHTING COMPLETED BY CENTRAL ELECTRIC COMPANY. The Clerk
read the letter wherein Mr. Jain recommended acceptance of the softball field lighting in -Community Park
Field No. 4 subject to.correction of any defects in materials and workmanship which might appear within one
year from date of acceptance by the City Council. Councilman Britschgi moved approval of the Engineer's
recommendation, seconded by Councilman Stout and carried.
FURTHER CONSIDERATION APPROVAL TENTATIVE MAP BLOMQUIST INDUSTRIAL TRACT. The Clerk read the following letter
submitted by the City Engineers
Re: Blomquist Industrial Tract -
Gentlemen:
Please refer to your request for a restudy and recommendation as to drainage
facilities in the proposed Blomquist Industrial Tract north of the proposed new Bayshore Freeway.
We have inspected the site of the proposed subdivision, existing drainage conditions
and investigated costs of operation and maintenance of existing atom drainage pumping plants
along Bayshore Highway, now operated by the City.
The approximate cost of operation and maintenance of the various plants are estimated
as follows:
Location
5th Ave. & Bayshore
Douglas & Bayshore
Maple & Bayshore M
Harbor Boulevard
Area Served
Friendly Acres
Redwood Industrial Tracts
Ns. 1 and 2
Marshall St. vicinity
Emergency bypass pumps for
sewage Treatment Plant
Horsepower
Annual Costs
571
$2000.00
120
2,350.00
70
29025.00
55
2,025.00
It will be noted from the above that the cost to the City is in excess of $20000.00 per
year for maintaining and operating each pumping plant taken over by the City. All pumping
stations to date have been constructed at the expense of the subdivider or the property included
in an assessment district.
After reinspecting the site, it is our opinion that the most satisfactory method of
OM developing the industrial sites east of the Bayshore Highway would be by filling in the area to an
elevation above the highest estimated tide level, so that natural drainage can be had under all
conditions of tide and storms. Even though we had previously agreed that the store drainage
could be handled by adequate pumping stations, -with equivalent standby power facilities, the
annual cost to the City is considerable. This can only be justified on the basis of increased tax
revenues which may accrue from development of -these properties.
Regardless of which method of drainage is required, or provided, provision should
be made for drainage through the Blomquist property of all storm sewers originating west of
Bayshore Highway between Harbor Boulevard and Xaple Street, which is not now collected into
existing drainage systems.
When the Blomquist property was first partially filled in by dredging a few years
