289 <br />moved that the City Attorney be instructed to draw up the necessary papers, seconded by Councilman Stout. <br />Red Morton stated that the Park and Recreation Commission wanted to abandon the whole thing and block off <br />the walkways. Mr. Jain also spoke on the question of the walkways and stated that.this is what is causing <br />all the trouble. This was followed by discussion. The City Attorney stated that he understood that the <br />only question he had been asked to check on was the Park itself. Councilman Weiss offered a substitute <br />* motion that this be referred back to the City Attorney to meet with the City Engineer and the Recreation <br />E: <br />Director for a more complete study and report. This substiute motion lost for lack of a second. This <br />was followed by discussion. City Attorney Costello recommend only abandonment of as mach of the park as <br />is necessary to abandon and still leave access for the public right -of way. The Park can be sold after the <br />abandonment. Councilman Stout offered a substiture motion to hold this over for the second meeting in <br />spa <br />October. Councilman Spillers stated this wouldn't be necessary and withdrew his motion. <br />Councilman Stout moved that this be held over to the second meeting in October, seconded by Councilman <br />Weiss and carried. <br />CITY MANAGER'S OFFICE REPOT ON DEFICIT FINANCING OF THE BRANCH LIBRARY. In his report, the City Manager stated <br />that before a contract can be :warded sufficient funds must be available to equal the total contract <br />price. Mr. Rolison feels that since there is some uncertainty as to the amount of funds that may become <br />available, that it would be improper to award a contract on this basis. He recommended, if legally possible <br />and the Council should so desire, that a transfer be made from the Unallocated Capital Account for the <br />$4,787.251 with the understanding that reimbursement be made at the end Df the budget year to the extent <br />of any savings made by the Library, plus any additional revenues from delinquent taxes that may be <br />available* <br />Councilman Herkner objected to the suggestion that the Capital Fund be reimbursed from any saving from <br />the Library Fund during the year. He feels that this amount should be deducted from the budget this year <br />and at the end of the year reimburse the Library Fund. Councilman Granger was of the opinion that the <br />Library Board should submit a revised budget for Council consideration. He feels that in this way there <br />will be more justification for the spending of the Capital Fund. This was followed by discussion. The <br />Mayor asked the City Manager to take into consideration the matters discussed tonight and bring in a <br />further report and recommendation next meeting. <br />Councilman Granger asked that the Library Board make another recommendation in regard to the Library budget. <br />City Attorney Costello stated that he would work with the City Manager and the Library Board on this matter <br />and report back next week. <br />CITY MANAGER'S OFFICE REPORT ON HAZARD CAUSED BY OPERATIONS OF SAN-WOCD GOLF PRACTICE RANGE. The City Manager <br />reported that Mr. Harold Bafsky, of the San W6od Golf Range, has informed him that plans have been made <br />to install netting approximately 100 feet in height, for the protection of the property referred to in the <br />complaint. They feel that this should be sufficient to correct the condition complained of. Councilman <br />Weiss moved that the City Manager's report be accepted, seconded by Councilman Spillers and carried. Mr. <br />Mille spoke about the condition which is now occurring since the children have started going to school. <br />The Mayor asked the clerk to check with the City Manager to see if anything has been done in two weeks* <br />Councilman Granger asked the Clerk to notify the City of San Carlos Council of the discussion which <br />occurred tonight and slso tell them that the people are still being effected by the balls. Councilman <br />Spillers also asked that a xopy of the letter be sent to the School. City Manager Rolison asked that a copy <br />of his letter be mailed to the City of San Carlos. <br />Mario Regalado spoke on behalf of the Junior Chamber of Commerce and asked the City Council for their support <br />in the coming voting campaign. The Junior Chamber have issued a challenge to the rest of the United <br />States on the percentage turn out vote for the Presidential Election. Councilman Stout offered RESOLUTION <br />2106 ENDORSING JUNIOR CHAMBER OF COMMERCE "GET OUT THE VOTE CAMPAIGN" and moved its adoption, seconded <br />
