295 <br />FOR CERTAIN DESCRIBED REAL PROPERTY and moved its adoption, seconded by Councilman Weiss and carried <br />on roll call, Councilman Britschgi being noted absent. <br />Councilman Stout offered introduction of ordinance authorizing the acquisition of leasehold interes in <br />certain real property and appropriating the sum of $42,493.07 from certain funds for construction of branch <br />library and moved its adoption, seconded by Councilman Herkner and carried on roll call, Councilman Britschgi <br />being noted absent* <br />CITY MANAGER'S REPORT REGARDING FURTHER CONSIDERATION OF USE PERMIT TO SHELL OIL COMPANY. The City Manager had <br />a conference with the representatives of the Shell Oil Company, who agreed torelocate the Redwood City <br />sign "Climate Best by Government Test" on Shell property without cost to the City. The location of a Shell <br />advertising sign directly under the City sign, which was approved by the Planning Commissions would detract <br />no more than the existing signs on adjacent buildings, which would be visible in the event the Shell sign <br />is not installed. <br />Should the Council desire to consder a new location for the Redwood City sign, there is sufficient space on <br />a small City Park at the intersection of Chestnut Street and E1 Camino Real, where service club signs are <br />alreactr installedg The cost to the City for moving the sign to this location would be approximately $600.00. <br />Councilman Herkner moved acceptance of the report. Under discussion, it developed that the park belongs <br />s <br />to the State and not the City. Councilman Herkner again moved acceptance of the report, seconded by <br />Councilman Granger. Councilman Weiss read the following prepared statements <br />I appreciate the position taken by the Shell Oil Co. as well as their desire to place <br />their advertisement in the position they indicate, especially since they are the owners <br />of the propetty, and are permitting the placement of the sign on the property without <br />charges as a matter of civic dooperation. <br />However, I can not overlook the fact that if Redwood City's sign is to b e <br />appropriately displayed there are certain other very important factors that must be taken <br />into consideration. <br />For example — The sign has more than a local significance and impact. — The sign must be esthetic, property illuminated and appropriately placed* — since the city <br />can not as a governmental boor, ethically indorse any specific coomercial product, it can <br />not or at least should not permit or be a party to any action that can and may be so <br />interpreted. — If the sign has merit and value to the community, and if property owners <br />at suitable locations will not as a civic duty permit erection of the sign on their <br />property without compensation or stipulations shich would violate the aforementioned <br />pinciples, then I believe we should explore the advisability of leasing or purchasing <br />the necessary space required. <br />Gentlemen: much more could be said, but suffice it to add that when the question <br />of benches at bus stops,etc..along city streets and carrying advertising were proposed <br />and considered, this council peremptorily dismissed the idea as highly undesireable <br />because of the proposed advertising. <br />L. W. <br />This was followed by discussion. The Mayor stated that the Council was not endorsing the Shell Oil <br />Cowm►paay. The motion carried on roll call with Councilman Weiss voting No and Councilman Britscghi being <br />noted absent. <br />COMMITTEE REPORT ON OAKLEY TRACT, COUNCILMAN SPILLERS CHAIRMAN. Councilman Spillers stated that he had been <br />unable to attend the meeting but from the reports that he received the report would be no progress. He <br />Lasked that another meeting be held next week in an effort to make one more attempt to come to some conclus— <br />ion. Councilman Granger, who attended the meeting, stated that the only report he could make was the same <br />as Councilman Spillers had stated. No progress. This was followed by discussion after which Councilman <br />Stout moved to carry this on the agenda for one week for a report from the committee, seconded by Council— <br />man Herkner. Councilman Granger stated that he hoped someone would come up with an answer. They did not <br />L have solutions at the last meeting. The no ion <br />carried. <br />Councilman Spillers stated that the Committee consisted of two members of the Planning Commissions <br />Greenwold and Sjoberg, the contractor, people in the area, Councilman Granger and himself. He scheduled <br />the meeting for 4 P. M. on October 2nd. <br />Item number five was stricken from the agenda. <br />
