ON ROLL CALL the following were noted present Councilmen Carl A. Britsebgi,. Floyd D. Granger# Sidney D. <br />Herkner, Robert V. Spillers, Hiram S. Stout, Louis Weiss., Mayor Royer and City Clerk pro -tem John J. Brophy. <br />Also present were City Manager Be A. Rolison., City Attorney Robert J. Costello,. City Engineer Glenn Me <br />Jain,. Water Superintendent H. L. Winter,. Assistant Water Superintendent Warren Mitchells, Fire Chief J. L. <br />Lodi,..City Collector Paul E. Perrin., Associate Engineer William Martins, Police Captain Theodore Moudakas', <br />Police Chief William Faulstich, Building Inspector S. He Kreiss., Police Sergeant George <br />Bold, Assistant to City Manager L. A. Kimball, Planning Commissioner Vincent Rambo,. Port Commissioners <br />Myron Evans Harmon and Ron Field,. Chamber of Commerce representative Bud Stephenson and Account -Clerk Vivian <br />Holmquist. <br />PERSONAL APPEARANCEr WALDEN H. PARKER, 4115 Fairoaks Avenue, Menlo Parks, regarding permit to pick up and haul <br />rubbish in the City limits. The Clerk read a letter received from the Health Department wherein they <br />stated that if approval of a business license or any other license is necessary,.it would be approved by <br />their department. Mr* Parker apoke on his own behalf and stated that two years ago he had been granted a <br />license. The other day he was notified that he must stop doing business because he was in violation of the <br />ordinance. This was followed by discussion in which it developes that Mr. Parker is'taking the rubbish <br />to the dumps even though he lives in Menlo Park,. claiming the rubbish originates in Redwood City. The <br />Mayor asked the City Manager,and the City Attorney to check the San Mateo County Scavenger contract to see <br />that this is not in conflict. Councilman Weiss moved that this be referred to the City Manager for a report, <br />seconded by Councilman Stout and carried. <br />The City Attorney recommended that Mr. Parker not haul any more rubbish until they have had time to check <br />the contract with the Scavenger Company. <br />PERSONAL APPEARANCE., VINCENT RA00 in regard to request by the Centennial Committee, The Committee asked <br />004 permission to erect on billboard in front of the City Hall to call attention to the Centennial Week. This <br />was followed by discussion in which it waw suggested that the sign be erected on City Property adjacent to <br />the Chamber of Commerce. Councilman Granger suggested the possibility of erecting another sign in the <br />vicinity of the triangle owned by the Southern Pacific Company across from the depot. If they can not <br />secure permission from the Southern Pacific Comipany,$ then the City will allow them to erect the sign on <br />City property in the vicinity of the Southern Pacific depot. Councilman Weiss moved approval of the <br />request which included Councilman Granger's suggestion., seconded by Councilman Britschgi. Councilman <br />Herkner also suggested that they be allowed to erect a third sign on the park at E1 Camino Real and <br />Chestnut Street (this is the State property where the Service Club emblems are erected). This was <br />included in the motion which carried. <br />COMMITTEE REPORT ON OAKLEY TRACT., COUNTILMAN SPILLERS CHAIRMAN. The Clerk read the following letters <br />At a study meeting held at 4 P. M. Tuesday, October 2, attended by members of a City <br />Council Committee, property owners on Virginia Avenues and the developer of the pro - <br />rpm posed subdivision now know as Oakley.Tract, the following recommendations were made <br />and agreed upon among those presents <br />6W 1. Lot 6, Block 2, Woodside Terrace No, 1p was to be purchased by the developer, <br />Mr. Guida, for the purpose of extending Rosemary Lane to Virginia Avenue. The <br />pavement section through this lot is to be 26 feet in width between curbs. <br />2. A five foot sidewalk is to be constructed on each side adjacent to the existing <br />fencess leaving a 7 or I foot parking strip between the sidewalks and the curbs. <br />3. No Parking is to be permitted on this portion of the street. <br />4. A stop sign is to be erected on Rosemary Lane at its intersection with <br />Virginai Avenue. <br />5. The developer, Mr* Guida, is to construct new fences on both sides of the <br />street along the existing property lines of Lot 6, these fences to be completed <br />before the existing residence on Lot 6 is removed. <br />6. The fences sahll not exceed three feet in height between Virginia Avenue and <br />the building setback line on Virginia Avenues six feet in height between the front <br />building setback line on Virginia Avenue and the 10 foot public utility easement <br />
