The Mayor asked the City <br />Attorney to look into this as soon as possible. <br />Miss Dorothy Roberts presented the 44th trophy won by the Stars of Tomorrow. This was for first place Aon at <br />Santa Clara Columbus Day Parade. Councilman Spillers accepted the trophy for the Park and Recreation <br />Commission. Councilman Stout spoke and stated that the Council should think about giving Miss Roberts a <br />P"" trophy when her group wins their 5th cup. This was followed by discussion. <br />COUNCILMAN SPILLERS REPORT ON BRIDGES. Councilman Spillers asked that this be carried an the agenda for one week. <br />All he could report tonight was that they are making some progress. <br />COUNCILMAN SPILLERS REPORT ON THE ABANDONMENT OF PARK IN THE VICINITY OF ANAMOR, KENTUCKY, ETC. The Committee <br />recommends abandoning the 5' portion of the walkway and have the people absorb the sidewalk in their property <br />by moving their fences back. They wanted to know if the City Manager would get the cost of running a 3" water <br />line into the park area and see how much it would cost for the City to turf the Park. Councilman Spillers <br />moved that they abandon the 5' alleyway and sidewalk and turn this matter over to the City Attorney for <br />legal advice, seconded by Councilman Stout and carried. <br />Councilman Spillers moved to refer this back to the Lark and Recreation Commission giving them the detail <br />of the action taken by the Council and ask thew for reconsideration of the park and ask for a report of the <br />costp seconded by Councilman Herkner and carried. <br />The Mayor stated that there were acme people in the audience who had some questions they, wanted answered in regard <br />to Hilltop Drive improvements. Mrs. Fitzpatrick wanted to know why they changed the contour of the road. <br />She will have to pay for steps and change her driveway. The Mayor stated that they tried to meet grades and <br />also to meet all driveways where ever possible. City Engineer Jain stated that they tried as much as <br />possible to meet grades and average the grades as much as possible. None of the property is on the same <br />grade. We McCune stated that his new sidewalk will be 18" above the paving rather then the 11" that he had <br />been told before the job started. This was followed by more complaints, one being the matter of water <br />drainage. This was followed by discussion. Mr. Eskelin explained to the people and to the Council the <br />matter of the driveway drainage problem for the property owners an Eaton Avenue where it intersects with or <br />near Hilltop Drive. We Jain feels that this job is being done as well as possible as far as he can <br />determine from an engineering standpoint. This was followed by discussion. Councilman Granger asked the <br />people if they would object to the City opening a ditch if it becomes clogged by obstructions. This was <br />followed by discussion. <br />PROGRESS ESTIMATE NO. 2 AND FINAL, SAN FRANCISCO DREDGING COMPANY FOR YACHT HARBOR DREDGING IN THE AMOUNT OF <br />$40,988.77. The Clerk read the recommendations of the City Engineer and the City Manager wherein they <br />recommended acceptance subject to any corrections required by the City Council. Councilman Spillers moved <br />approval of the City Manager's recommendation, seconded by Councilman Granger, Councilman Herkner questioned <br />,.. the amount of yardage removed. The motion carried. <br />PROPOSED AGREEMENT WITH SUBDIVIDER OF FARM HILLS NO. 2 RELATIVE TO SEWER CONSTRUCTION. The City Attorney stated <br />that he had a resolution authorizing execution of agreement between the City and Oddstad Homes. The Mayor <br />stated that the Council had some questions that they wanted answered before they acted on the resolution. <br />One was that the Council was not getting into the problem that was going to flood the people on lower levels* <br />The City Manager stated that this agreement is thorough and he recommended the Council to go along with this <br />in that it held the City harmless in the event that flooding should happen. City Engineer Jain stated <br />that the by—pass is to divert ary sewage from flooding ary other area and at the same time protect the people <br />below Farm Hills.
