Council- <br />man Stout moved approval of the recommendation, seconded by Councilman Herkner and carried. <br />COUNCILMAN SPILLERS REPORT ON BRIDGES. Councilman Spillers reported that he looked around the Bay area <br />and could not find any cheaper way to build a bridge than what Mr. Jain has proposed. He recommended <br />that the people should pay some of the cost for building the bridge and he suggested that they charge <br />$100.00 to each property owner in the vicinity of the Clinton Street Bridge. This was followed by <br />discussion. The City Attorney suggested that the Council refer this matter to him for study. Council- ..ra <br />man Weiss asked about the forming of an assessment district. <br />Councilman Stout moved acceptance of the report and referred this to the City Manager to check and <br />work out an agreement with the people as stated in the report and bring back a detailed report to the <br />Council, seconded by Councilman Weiss. Councilman Granger suggested that all the facts be presented <br />to the City Manager before he makes his report. This was followed by discussion in regard to the City <br />paying a share of the cost, forming an assessment district, getting the money and considering this a <br />cash job rather than an assessment district and saving of money from this type of a job. The motion <br />carried on roll can with Councilmen Granger and Spillers voting NO, Councilman Granger voted no <br />because he felt that he didn't have the facts and Councilman Spillers stated that this is not what <br />he asked for. <br />Councilman Spillers moved to carry this on the agenda for three weeks, seconded by Councilman Britschgi <br />and carried. <br />ADOPT EMERGENCY ORDINANCE ESTABLISHING REGULATIONS FOR CONNECTION TO THE SANITARY SEWER SYSTEM AND PROHIBITING <br />OCCUPANCY OF BUILDINGS PRODUCING DAMAGE OR OVERLOAD TO THE SANITARY SEWER SYSTEM OF THE CITY OF <br />REDWOOD CITY; AND STATING THE REASONS FOR THE URGENCY HEREOF. Councilman Britschgi believed that this <br />ordinance was a little strong in sections B and C in section 3. He felt that "A" could take care of <br />the situation. The City Attorney spoke on the subject and stated that he believes this ordinance Iwo <br />could be written in better legal state as this was written in an embrgency. He suggested that this <br />ordinance be rewritten as a normal ordinance and not as an emergency ordinance because the emergency <br />no longer exists. <br />Councilman Spillers moved that this be dropped from the agenda. Councilman Britschgi stated that he <br />would second this motion if Councilman Spillers would include in his motion to request the City <br />Attorney to bring in any recommendation or suggestion to bring the ordinance up to date. This was <br />included in the motion. Councilman Britschgi then seconded the motion. This was followed by dis- <br />cussion. Councilman Stout moved a substitute motion that the City Attorney be instructed to bring in <br />an ordinance embodying as set forth and in line with regular ordinance. Councilman Stout was told <br />that this is what the motion was before the Council and as such they could not accept his substitute <br />motion. The motion carried on roll call with Councilman Weiss.voting NO. ■o <br />The Mayor acknowledged the presence of three girls from Mt. Carmel School who were seeing their first <br />Council meeting. The girls were linda O'Connor, Donna Corrado and Patsy Monday. <br />RESOLUTION AND AGREEMENT FOR INSTALLATION OF ELECTRICAL FACILITIES LUCKY STORE. The City Attorney stated <br />that this provided for the installation of electrical facilities on the Lucky Store at Arch Street <br />and Brewster Avenue for the lighting of the vergreen tree in the parking lot opposite said store. <br />Councilman Britschgi offered RESOLUTION 2133-A AUTHORIZING AND DIRECTING CITY MANAGER TO EXECUTE Now <br />AGREEMENT BETWEEN LUCKY STORES, INC. AND CITY OF REDWOOD CITY TO PERMIT INSTALLATION OF ELECTRICAL <br />FACILITIES,ON LUCKY STORE AT ARCH STREET AND BREWSTER AVENUE and moved its adoption, seconded by <br />Councilman Spillers and carried on roll call. <br />APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR POLICE BUILDING.
