31-9 <br />Attorney stated that he had the resolution ready. Councilman Weiss offered RESOLUTION 2121 APPROVING PLANS <br />AND SPECIFICATIONS FOR POLICE STATION AND AUTHORIZING CITY CLERK TO ADVERTISE ,FOR BIDS FOR CONSTRUCTION <br />THEREOF and moved its adoption, seconded by Councilman Spillers and carried on roll call. <br />Councilman Spillers offered RESOLUTION 2125,ESTABLISHING PREVAILING WAGE SCALE and moved its adoption, <br />seconded by Councilman Weiss and carried on roll call. <br />Councilman Stout offered introduction of ordinance appropriating the sume of $17,530 from the Captital <br />Project Fund for Police Station Building, seoonded by Councilman Spillers. Councilman Granger asked the <br />City Attorney to read the ordinance. _This was followed by discussion after which the motion carried. <br />RESOLUTION 2126 APPROVING SALE OF A PORTION OF LOT 4s BLOCK 12 SUBDIVISION OF LOT 46 RUSE SUBDIVISION was <br />offered by Councilman Spillers who moved its adoption, seconded by Councilman Britschgi and carried on roll <br />call. <br />RESOLUTION 2127 CONCERNING EXPENDITURES CONTROLLING THE EQUIPMENT REPLACEMENT FUND was offered by Councilman <br />Stout who moved its adoption, seconded by Councilman Spillers and carried on roll call. <br />The City Attorney stated that he had the necessary resolution for the annexation of Highlands Territory No. 7. <br />Councilman Stout offered RESOLUTION 2128 WHEREIN THE COUNCIL CONSENTS TO THE COMMENCEMENT OF PROCEEDINGS FOR <br />ANNEXATION OF HIGHLANDS TERRITORY N0..7 and moved its adoption, seconded by Councilman Britschgi and carried <br />on roll call. <br />The Mayor read the following letter submitted by the Port Commissioners: <br />. The Board of Port Commissioners at its regular meeting on October 22 unanimously <br />recommended that a citizents committee be appointed to make a survey of the Port. <br />It is our recommendation that the various civic and fraternal organizations of <br />Redwood City be asked to appoint an outstanding citizen from.its membe)-tship. Since <br />it is anticipated that the number of organizations appointing a citizen may tie as <br />many as 30 or 40, it would be our recommendation that all the names so submitted <br />be put into a box and approximately ten names be chosen from the boas by lot. This <br />procedure would assure the citizens of Redwood City that the committee would be <br />entirely non-political. <br />If the Council desires a member of the Port Commission to work with them on the <br />mechanics of securing the names of citizens from the various organizationsp we would <br />be glad to appoint a member to assist. <br />Respectfully submitted, <br />BOARD OF PORT COMMISSIONERS OF <br />THE CITY OF REDWOOD CITY <br />R. W. Fields, Secretary <br />Councilman Weiss was of the opinion that Labor, Commerce and industry should be represented. Councilman <br />Weiss moved approval of the recommendation and asked that they include labor, -commerce, industry and limit <br />the members to 15, seconded by Councilman Stout. Councilman Granger spoke on the subject and stated that <br />this motion should be.turned down and then moved that the letter be approved and follow through on this <br />letter by suggesting changes. Councilman Britschgi agreed with Councilman Granger and stated his thinking <br />on this matter. This was followed by discussion. The Mayor read the Port letter again, and again it was <br />r.., followed by discussion in regard to interpretation of the letter. The Mayor stated that he would like to <br />appoint a member to the Committee to meet with the Port. This was followed by further discusssion in regard <br />to the intent of the motion, who should be appointed to the Committee and the intent of the Citizen's Commit- <br />tee for this project. This motion lost on roll call with Councilmen Britschgi, Granger, Herkner, Spillers <br />and Mayor Royer voting No. Councilman Granger voted no because he believes that a committee can work out a <br />more satisfactorysolution. Councilman Herkner stated that he did not disagree gree with the recommendation <br />of the committee but he feels that this can be done with a meeting of the Port Commission, Councilman <br />Weiss stated it w as the intention of the Port Commission that they w ere drawing this committee up to the <br />wihses of the Council which was discussed at a stud meeting and that is why he is going to go along with <br />this motion. <br />Councilman Granger moved that the Mayor be authorized to appoint one or preferably two to a committee to <br />
