224 APPROVAL ASSESSMENT DIAGRAM, HILLTOP DRIVE. The City Attorney stated that he had the necessary resolution. Councilman Spillers offered RESOLUTION 2129 APPROVING ASSESSMENT DIAGRAM HILLTOP DRIVE IMPROVEMENTS (Eaton Avenue to Alameda de las Pulgas) and moved its adoption, seconded by Councilman Herkner and carried on roll call, Councilman Britschgi being noted absent. CONSIDERATION OF FIRE PROTECTION FOR DUMBARTON FAIR OAKS AREA. The Mayor stated that the Committee had met and gave out a program to the people in the Fair Oaks area. The Council will meet and -discuss this with the people on Wednesday night at 8:00 P. M. Mr. Wood asked that the letter or report be read. The ..ri Clerk read the report. The Mayor asked the Clerk's office to make up 8 or 10 copies of the report and anyone -interested could pick up a copy in the office. Councilman Weiss moved to accept the report, seconded by Councilman Stout and carried. Gentlemen: Your council committee to explore the feasibility of contracting to furnish fire protection service to the Dumbarton Fair Oaks area, held a meeting 8:00 P. M. Thursday, October 11, 1956. Present were Cou4cilman S. D. Herkner, L. Weiss and Fire Chief J. L. Lodi. Material considered: Letter Board of Fire Underwriters of the Pacific, to Fire Chief J. L. Lodi, dated September 19, 1956. Redwood City Budget for Fire Service, Current year. Assessed Valuation and other data available on area in question. Conclusions: 1. Approximate assessed valuation by county as furnished the committee was indicated as $901s4lOs plus $301,000 Utility Roll. 2. The committee believes the above figure as being rahter low considering that some 700 or more haemes, plus numbers of commercial and industrial properties are involved. We believe and would estimate that the total assessments would more nearly approximate $1,500,000 or more. 3. That costs of fire services in Redwood City approximate 37 cents per $100 (on a very liberal allowance basis). MONO 4* That costs for furnishing service to the area in question�shoi;ld therefor be computed on the following basis: Basic cost- City rate increased 50% to vover adjustment of assessed valuation between County and City $ .555 Charge for Capital 6utlay, Bonds, Deprec. etc. .100 Charge for normal administration costs .050 Contingencies and unforseen expenses .070 Total to be charged $ .775 5. That barring legal complications it would be advantageous to furnish such service to the area in question. ° 6. That if the council looks with favor on the proposal the contract eventually to be agreed upon should include the following provisions amongst others: a. That the agreement for such services hall be on a year to year basis. b. That the services contracted for shall not include investigation and fir prevention services or activities. c. In all cases, especially at fires, police protection is essential, that such police protection shall be a function and responsibility of the fire district. (The County Sherrifs services would be acceptable.) Now d. It shall be the duty and responsibility of the fire district to provide to provide adequate water mains and fire hydrants, if they are to be served by other than tank truck service. e. That Redwood City assumes no respdnsibility for adequacy of water ser`rice or supply in said area for fire protection purposes. "'q f. That rates charged shall be as indicated in item 4 of these conclusions. Now That collections shall be effected by the county tax collector, and shall be paid over to Redwood City "without any dimunition. RECOMMENDATIONS: That negotiation be entered into with a view to rendering fire service to area in question subject to terms indicated above, and such others as deemed necessary, and subject to approval as to legality, etc. by city attorney, and provided that out Insurance, especially the workmends com- pensation insurance, is not affected adversely by such agreement.
