The City Attorney stated that he had the necessary resolution. <br />Councilman Spillers offered RESOLUTION 2129 APPROVING ASSESSMENT DIAGRAM HILLTOP DRIVE IMPROVEMENTS <br />(Eaton Avenue to Alameda de las Pulgas) and moved its adoption, seconded by Councilman Herkner and <br />carried on roll call, Councilman Britschgi being noted absent. <br />CONSIDERATION OF FIRE PROTECTION FOR DUMBARTON FAIR OAKS AREA. The Mayor stated that the Committee had met <br />and gave out a program to the people in the <br />Fair Oaks area. The Council will <br />meet and -discuss this with <br />the people on Wednesday night at 8:00 P. M. <br />Mr. Wood asked that the letter or report be read. The <br />..ri <br />Clerk read the report. The Mayor asked the <br />Clerk's office to make up 8 or 10 <br />copies of the report and <br />anyone -interested could pick up a copy in the office. Councilman Weiss moved <br />to accept the report, <br />seconded by Councilman Stout and carried. <br />Gentlemen: <br />Your council committee to explore <br />the feasibility of contracting to <br />furnish fire <br />protection service to the Dumbarton Fair Oaks area, held a meeting 8:00 P. M. Thursday, <br />October 11, 1956. <br />Present were Cou4cilman S. D. Herkner, L. Weiss and Fire Chief J. L. Lodi. <br />Material considered: <br />Letter Board of Fire Underwriters of the Pacific, to Fire Chief J. L. Lodi, <br />dated September 19, 1956. <br />Redwood City Budget for Fire Service, Current year. <br />Assessed Valuation and other data available on area in question. <br />Conclusions: <br />1. Approximate assessed valuation by county as furnished the committee was <br />indicated as $901s4lOs plus $301,000 Utility Roll. <br />2. The committee believes the above figure as being rahter low considering <br />that some 700 or more haemes, plus numbers of commercial and industrial <br />properties are involved. We believe and would estimate that the total <br />assessments would more nearly approximate $1,500,000 or more. <br />3. That costs of fire services in Redwood City approximate 37 cents per <br />$100 (on a very liberal allowance basis). <br />MONO <br />4* That costs for furnishing service to the area in question�shoi;ld therefor <br />be computed on the following basis: <br />Basic cost- City rate increased 50% to vover adjustment of <br />assessed valuation between County and City $ .555 <br />Charge for Capital 6utlay, Bonds, Deprec. etc. .100 <br />Charge for normal administration costs .050 <br />Contingencies and unforseen expenses .070 <br />Total to be charged $ .775 <br />5. That barring legal complications it would be advantageous to furnish such <br />service to the area in question. ° <br />6. That if the council looks with favor on the proposal the contract eventually <br />to be agreed upon should include the following provisions amongst others: <br />a. That the agreement for such services hall be on a year to year basis. <br />b. That the services contracted for shall not include investigation and <br />fir prevention services or activities. <br />c. In all cases, especially at fires, police protection is essential, <br />that such police protection shall be a function and responsibility of <br />the fire district. (The County Sherrifs services would be acceptable.) Now <br />d. It shall be the duty and responsibility of the fire district to provide <br />to provide adequate water mains and fire hydrants, if they are to be <br />served by other than tank truck service. <br />e. That Redwood City assumes no respdnsibility for adequacy of water <br />ser`rice or supply in said area for fire protection purposes. "'q <br />f. That rates charged shall be as indicated in item 4 of these conclusions. Now <br />That collections shall be effected by the county tax collector, and <br />shall be paid over to Redwood City "without any dimunition. <br />RECOMMENDATIONS: <br />That negotiation be entered into with a view to rendering fire service to <br />area in question subject to terms indicated above, and such others as <br />deemed necessary, and subject to approval as to legality, etc. by city <br />attorney, and provided that out Insurance, especially the workmends com- <br />pensation insurance, is not affected adversely by such agreement. <br />Respectfully submitted: Louis Weiss, Chairman, S.
