Councilman Weiss stated that this item comes <br />withip the statement he made last week in regard to hillside building on the City's perimeter. Councilman <br />Weiss moved that this matter be set for public hearing 60 days hence. This will give the Planning <br />Commission time to give the Council a proper report. The City Attorney recommended that they set the public <br />hearing for January 7th and stated his reasoning for this date. This eras followed by discussion in regard <br />to length of time required for setting the public hearing. Councilman Weiss changed his motion and moved <br />that January 7th be the date set for the public hearing and offered RESOLUTION 2137 GIVING NOTICE OF THE <br />PROPOSED ANNEXATION OF FARM HILL ADDITION NO. 1 and moved -its adoption, seconded by Councilman Stout. This <br />was followed by discussion after which the motion carried,on roll call with Councilman Royer being noted <br />absent. <br />Councilman Weiss spoke about annexation fees.and, in order that he can take the proper action when this <br />xomes before the Council, he asked that the Planning Commission make a report so the Council can take the <br />proper action at that time. The City Attorney spoke on the subject and stated that this annexation is the <br />same property that was included in the subdivision map of Farm Hillse This was followed by discussion. Mre <br />Lebsack stated that the School District wants 40 lots for a school site. <br />Chester Lebsack stated that he had three resolution to present to the Council. The first resolution is for the <br />Arguello heirs in connection with the parking lots. This resolution covers only the property in the bed of <br />the creek, they do not provide for all the property that will be required for the parking lote Councilman <br />Herkner offered RESOLUTION 2138 AUTHORIZING AND DIRECTING CONDEMNATION OF PROPERTY FOR STREET PURPOSES, <br />PUBLIC PARKING PURPOSES AND DRAINAGE PURPOSES (area bounded by Main, Middlefield, Jefferson and Bayshore) <br />and moved its adoption, seconded by Councilman Spillers. Councilman Weiss asked if this property, in its <br />entirety, is a part of the parking lots Mr. Lebsack stated that this was for the extension of Marshall <br />Street between Main and Jefferson, parking facilities in the area bounded by Main, Middlefield, Jefferson <br />and Bradford., for storm drainage facilities in an area bounded by Main Street, Middlefield Road, Jefferson <br />and Bayshore, and for the extension of Bradford Street between Jefferson and Main Street* This was followed <br />by discussion in regard to the necessary funds and the extension of the drainage ditch and what will be <br />attributable to the Parking District. The motion carried on roll call with Mayor Royer being noted absent* <br />Mr. Lebsack stated that the bonds were not yet delivered to the successful bidder and he received notes <br />from them that they did not want to take the bonds now* After talking the matter over with them, they have <br />agreed to take the bonds if they will not have to pay interest accrual after October 1st and the bonds will <br />be delivered by the 10th of December* The City will not lose arty money if this is allowed. Mre Lebsack <br />recommended that tha Council at this time adopt two resolutions. Councilman Spillers offered RESOLUTION <br />2139 RESCINDING RESOLUTION 2062 FCR SALE OF BONDS FOR INDUSTRIAL WAY IMPROVEMENTS and moved its adoption, <br />seconded by Councilman Britschgi and earried on roll call, Mayor Royer being noted absent. Councilman <br />�..,, Herkner offered RESOLUTION 2140 AWARDING SALE OF BONDS TO HANNAFORD AND TALBOT FOR INDUSTRIAL WAY IMPROVE- <br />MENTS (with the exception that interest is paid to accrual to October 1st) and moved its adoption2seconded <br />by Councilman Stout and carried on roll call., Mayor Royer being noted absent* <br />REPORT ON YACHT HARBOR DEVELOPMENT. Councilman Britschgi reported that this report will bring the council up to <br />date on the small boat harbor. The levee on the west side is not quite complete but will be finished in the <br />near future. They have a plan for births to be installed within the dredged area.
