330 <br />Councilman Britschgi suggested that the City Engineer work along with Mr. Nackard, the Chief of Police <br />and a couple of the residents of Nimitz Avenue and bring back a report to the Council. iHe believes <br />that they can work out something on this matter and bring back sufficient information for the Council <br />to act upon. Councilman Herkner stated that he wanted a map showing two or three plans for entrances <br />and exits to this property. Councilman Herkner moved that the public hearing be held up one week, <br />seconded by Councilman Weiss provided that all information of the facing of the lots, where the var- <br />iance will apply and the proposed exploration of the driveways also be furnished to the Council. <br />Councilman Herkner included this in his motion. Mr. Nackard was asked to bring his information to the <br />City Engineer. Mr. Jain stated that he would like to submit this to the Traffic Committee Friday <br />morning. This was followed by discussion after which the motion carried. The Mayor stated that this <br />was referred to the architect, City Manager, City Engineer and the Traffic Fact Finding Committee. <br />%moo <br />CITY MANAGER REPORT ON REQUEST AND EXTENSION OF TIME OF JUAN AND FRANCES BARRIOS, 1127 REDWOOD AVENUE, TO <br />CONSTRUCT A VEHICULAR BRIDGE. In his report, the City Manager stated that he discussed this with the <br />City Engineer and it is Mr. Jain's understanding that this structure is to be used for the purpose of <br />ingress and egress to a private garage, which is to be located on private property, as is the pro- <br />posed bridge. In this event the Engineering Department's only concern would be to make sure that the <br />bridge in question is structurally sound and that the water way is of sufficient capacity to permit <br />the uninterrupted flow of storm water during the peak periods. Mr. Rolison can see no objection to <br />the granting of the extension of time requested, providing the use of these premises in the meantime <br />does not conflict with parking or other City regulations caused by the absence of such structure. <br />The construction of this proposed bridge was a condition established by the Planning Commission and <br />the Zoning Ordinance, in order to fulfill the requirements that an accessible garage be provided to <br />serve the new residence built by the owners. It is Mr. Rolison's and Mr. Jain's opinion that this <br />request be referred to the Planning Commission. <br />Councilman Weiss moved to accept this report and refer this to the Planning Commission as requested, <br />seconded by Councilman Britschgi and carried. <br />Mayor Granger reported that he had been asked to serve as a Committee of one to talk to Mr. Ibie in regard <br />to sidewalk repair. He reported that he talked to Mr. Ibie and, as long as the sidewlk can be repaired <br />and not be paid until tax time next year, he will go along with the request of the Council and repair <br />the sidewalk. This was followed by discussion in which Mr. Jain stated that the City would have to <br />get the contractor and have the work done in order that they can bill Mr. Ibie on his taxes. Council- <br />man Stout moved to accept the report and the City Engineer to be instructed to proceed with the <br />carrying out of the ordinance. This was followed by discussion. Councilman Spillers stated that he <br />would like to have this in writing by Mr. Ibie, stating that he will accept the Council Committee's <br />suggestion. There wasn't any second to the motion. OR <br />Councilman Weiss moved that they rescind the previous minutes action and that they proceed with the Mai <br />suggestions as stated tonight and proceedmith the carrying out of the ordinance. This was followed <br />by considerable discussion. Councilman Stout felt his motion was still in order and Councilman <br />Weiss's was out of order. This lead to discussion as to what Councilman Weiss wanted rescinded. <br />Councilman Stout read the minutes of November 5th. This lead to general confusion and the Mayor <br />stated that all the motions were out of order. Now <br />Councilman Stout moved that they accept the report and proceed w ith the ordinance, seconded by <br />Councilman Herkner and carried, Councilman Spillers voting NO. <br />CITY ATTORNEY REPORT ON ANNEXATION, FARM HILL ADDITION NO. 1. The Clerk read the report. Mr. Costello <br />stated that he had a resolution giving notice of annexation, and he further stated that the Council is <br />
