<br />Minutes of the Regular Adjourned Meeting
<br />Redwood City Council
<br />November 13, 1956s, 8:00 P. M.
<br />RESOLUTION 2136 APPOINTING COUNCILMAN GRANGER MAYOR PRO TEMPORE DURING CURRENT ABSENCE OF THE MAYOR was offered
<br />by Councilman Spillers who moved its adoption, seconded by Councilman Herkner and carried on roll call,
<br />Mayor Royer being noted absent.
<br />ON ROLL CALL the following were noted present: Councilmen Carl A. Britachgi, Sidney D. Herkner, Robert V.
<br />Spillers, Hiram S. Stout, Louis Weiss, Mayor pro -tem Floyd D. Granger and Clerk pro -tem John J. Brophy.
<br />Mayor William H. Royer was noted absent. Also present were City Manager E. A. Rolison, City Attorney Robert
<br />J. Costello, City Engineer Glenn M. Jain, Water Superintendent H. L. Winter, Fire Chief J. L. Lodi, Police
<br />Chief William Faulstich, Assistant to City Manager L. A. Kimball, Assistant Water Superintendent Warren
<br />Mitchell, Recreation Director Alfred Morton, Plannint Commissioner MacDonald, Police Captain Thoeodore
<br />Moudakas and Aacount-Clerk Vivian Holmquist.
<br />INVOCATION was lead by Reverend Ralph Benson, Pastor North Fair Oaks Community Church.
<br />PERSONAL APPEARANCE, AWARD OF COURTESY DRIVER OF THE WEEK BY THE JUNIOR CHAMBER OF COMM]MCE. Police Chief
<br />Faulstich presented the award on behalf of the Junior Chamber of Delbert Crider, Penninsul Transit Lines
<br />bus driver.
<br />PUBLIC HEARING, PLANNING COMMISSION RECOMMENDATION FOR APPROVAL OF L. N. MELEYCO FOR A VARIANCE TO ALLON A 51
<br />REAR SETBACK INSTEAD OF 151 (Lots 1, 2, 3 and !t, Block 1, Oakleigh Park -southeast corner of Nimitz and
<br />Woodside), and CITY ATTORNEY REPORT ON PROTEST granting approval of this request for a variance. The City
<br />Attorney reported that the protest, as entered, was in order and he explained to the Council the
<br />conditions in which they could accept the protes. The Clerk read a petition, 76 signatures, protesting the
<br />approval for a variance. Mayor Granger asked the City Attorney about the validity of this petition because
<br />of the non-residents to Redwood City. The City Attorney stated that they could consider this petition if
<br />they so wished and they could take into consideration the weight of the petition. This was followed by
<br />an extremely long discussion. Roy Fredlund, Merritt Olsen, Jane Logan, Warren Fordyce all spoke against
<br />the variance, the main objection being the use of Nimitz Avenue for ingress and egress.
<br />Mr. Murray Nackard, architect for Dr. Meleyco, spoke on the subject. The Clerk read the letter from the
<br />Planning Commission which, in part, reads as followss
<br />After considerable discussion the Planning Commission found that there was hardship on the
<br />particular piece of property applied for, because of the limitations imposed by the.Planning
<br />Commission that no access be permitted to Woodisde Road but rather that all access to
<br />Apartments be on Nimitz,Avenue. The Planning Commission had previously granted a use permit for
<br />apartment house and height requirements of an R-3 District, namely, one unit per one thousand
<br />square feet of land area. It was the feeling of the commission that it would be better to
<br />have a 2 -story apartment facing Nimitz Avenue rather than the possibility of a 3 -story
<br />aprtment facing Woodside Road, with access to and from the apartments from said Woodside
<br />Road.
<br />Conditions attached, granting this variance, were (1) That a retaining wall be constructed
<br />along the creek running alongside this property; (2) That the architecture of the building
<br />be approved by the Planning Commission prior to obtaining a building permit, and (3) That
<br />16" no driveway access be allowed into Woodside Road. It is the feeling of the commission that
<br />these conditions will protect the public health and safety in the area, and that granting of
<br />the variance would not be detrimental to the adjoining property.
<br />The Clerk also read a letter submitted by Dr. Meleyco asking that the Council concur with the decision of
<br />the Planning Commission regarding the request for variance of the rear setback of 51 rather than the usual
<br />15+ on Lots 11 23 3, 4 Block is Oakleigh Park.
<br />There was considerable discussion about the traffic situation at the corner of Nimitz and Woodside Road.
<br />Chief Faulstich spoke about the problem of the Sunbeam Apartments which everyone seemed to talk in favor of.
<br />He stated that the apartment is a bad example.. The people and the Council should consider that these
<br />people have to back out onto Woodisde Road when they want to get out of their driveways. He spoke further
<br />on the subject and he believes that the Planning Commission's thinking is to the best interest of the City.
